ATTENDING: Chairman Jim Wendelgass, Vice Chairman Kate Damsgaard, Members Claire Quinn, Jean Warwick and Zoning Officer Robert Wideman.

Chairman Wendelgass called the meeting to order at 7:35 p.m.

The Kennedy Subdivision is a 5-acre annexation located between Conestoga Road and Trego Road. Jean Warwick made a motion, second by Wheeler Amen to recommend approval of the Kennedy subdivision; all in favor.

Dave Beideman was present for Layman Home (Woodstone Development). A letter was discussed from Evans Mill Environmental asking for a letter of support regarding a permit application for a permanent road crossing of wetlands which requires a permit from DEP. After the planning commission reviewed the options Wheeler Aman made motion, second by Claire Quinn to bring the road in on the Pine Dr. entrance, not through the wetlands. All in favor. The planning commission made no recommendation to the Board of Supervisors regarding the Trail plan. All were in favor of the EAC route with a connection to the existing trail through Horseshoe Farm Subdivision.

Castle Valley’s review letter on Weatherstone (Hankin Track) stated that a complete set of plans must be submitted before they can do a complete review. No action was taken at this meeting.

A 2-lot subdivision was submitted for Pearl M. Griffith/OJR farm, 1461 Pottstown Pike that is a 29.37-acre tract in the R-2 zoning district. Jean Warwick made a motion, second by Kate Damsgaard to recommend approval of the application; all in favor. Planning Commission. The property had been divided by a "friendly" condemnation initiated by the school district.

A sketch plan was submitted for Susan P. Thomas subdivision, 1562 Pughtown Road for a 2 lot subdivision with a shared driveway. The zoning officer will review the plan for the November 16, 2000 Planning Commission meeting.

Carl Massara of 1211 Hollow Road submitted a conditional use application for a basketball court in steep slopes. The Board of Supervisors held a hearing October 9, 2000 at that time the applicant submitted two copies of a plan. A hearing has been continued to November 13, 2000 at 7:30 at the Township Building. After a review of the plan Jean Warwick made a motion, second by Clair Quinn to deny the application for a basketball court and pool because it does not meet with the Township Zoning Ordinance for consideration as a Conditional Use; all in favor.

The Gallagher conditional use application is for the installation of a driveway in steep slopes for a single-family home located on the south side of Conestoga Road near St. Matthews Road. A revised plan was submitted and reviewed, upon discussion Jean Warwick made a motion, which was second by Kate Damsgaard to recommend approval of the application without the stormwater basin; all in favor.

A conditional use application for Heather and Lance Heft has been set for Monday, November 27, 2000 at 7:30 p.m. at the Township building. The applicant desires to construct a driveway, stormwater management facilities, and cut within precautionary slopes on the south side of Hollow Road. The zoning officer will review the plan and make a recommendation before the next planning commission regular meeting.

A zoning hearing board application from James and Madelyn Martin of 1860 Kimberton Road has been submitted to construct a two garage in the front yard of the house. The date to be announced.

Kate Damsgaard reviewed East Vincent Township proposed Zoning Ordinance and had the following concerns; how are they projecting the French Creek Corridor? and an explanation is needed of density limits and clustering bonus. There were no other comments from the planning commission.

Mr. Wideman informed the planning Commission of a new issue in Wetherill Estate pertaining to a swimming pool applications and the reserve areas for the a replacement septic systems. This issue will be on the Board of Supervisors agenda for October 23, 2000 and will be review very carefully due to assumption that more homeowners will be requesting changes in the reserve area to accommodate pool construction.

The Planning Commission work session will be held November 9, 2000. Frone Crawford will be present to review the Zoning Amendments and the Regional Planning/Zoning.

Jean Warwick made a motion, second by Kate Damsgaard to approve minutes from the September 21, 2000 meeting; all in favor.
