ATTENDING Chairperson Craig Hannafin, Members Laura Hardt, Pete Moscufo and Jim Wendelgass - Planning Commission, and Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:35 a.m. Minutes from the September 5, 2000 meeting were approved.
ADMINISTRATIVE:
Planning Commission held a work session on Thursday, September 14, 2000. A representative from Newtown Township attended and discussed MPC/Regional Zoning. Newtown has been involved in a regional zoning ordinance with two other townships since 1983.
The Board of Supervisors will be preparing the budget for next year. The EAC has been asked to submit their request for next year.
MAIL:
A letter was sent to the residents of West Vincent from the Pickering Hunt Association informing them of the discovery of Leishmaniasis in some hounds. Pickering Hunt has had their entire hounds tested by the Center of Contagious Disease in Atlanta, and all their hounds have been given a clean bill of health.
Act 67 & 68 amends the PA Municipalities Planning Code to require DEP to further provide better information to the public.
REPORTS:
The Trails through Springlea are being used for motorize vehicles. This seems to be a problem on the trails throughout the Township. The Township Manager will work with Hannafin and Brown on the proposed Township Trail.
The Township Park walking path was paved. The contractor will comply with Castle Valley’s review letter and the requirements of the plan and specifications on the trail project. The work will be done as soon as possible to comply with the paving season.
West Vincent Land Trust will be sending out educational brochures to all property owners of 10 acres or more. There will be grants available and funding for the people that are eligible, there are 15 properties already deed restricted.
SUBDIVISION:
Alfred and Elizabeth Kennedy have submitted a Subdivision Application for the property at 3091 Conestoga Road, owned by Jay and Jeanne Charlton, for a two-lot subdivision. It has been sent out for review.
The EAC recommend that Woodstone Subdivision (Layman’s Home) designate trails on the plan. The trail could connect to the Layman’s trail below the pond to the right of the farm road; this would give continuous trail access from Horseshoe Trail to Miller Road.
Castle Valley submitted a review letter regarding the Hankin Tract Hydrogeologic Study in response to the letter from Geosciences Services letter; it will be attached to the Planning Module and sent to the DEP.
PLANNING/ZONING:
Joseph and Bernice Gallagher submitted a Conditional Use application, the hearing will be held October 23, 2000 at 7:30 p.m. The application is for the construction of a driveway, on-site sewage system, stormwater management facilities, and cuts/fill within steep slopes. The EAC made a recommendation to the Board of Supervisors that they would like to see the following conditions attached, 1) Minimum disturbance of the trees, 2) Stormwater off of the road. Laura Hardt and Pete Moscufo will submit the recommendation on behalf of the EAC.
Carl Massara submitted a Conditional Use application; the hearing is October 9, 2000. The application is for a basketball court and related earthwork in a steep slope area, the property is located at 1211 Hollow Road. The EAC made the recommendation to the Board of Supervisors to denied the application because it is an incomplete application.
