MINUTES - OCTOBER 2, 2000

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:05 a.m. by Vice Chairman Karl Brachwitz; also in attendance were Supervisor Zoë Perkins, Township Manger Allen Heist, Township Engineer Tom Kelso, and Code Enforcement Officer Robert Wideman.

As advertised for this date, shown by proof of publication from the Daily Local News, sealed bids were received and opened for the Paving of Phillips Lane, Paving of Pine Drive, and Paving of Horseshoe Trail as follows:

Bids will be reviewed by the Roadmaster and Township Engineer for completeness; award is anticipated to be Monday, October 9, 2000 at 7:30 p.m. to the lowest qualified responsible bidder.

John Bachich, Peter Cokonis and David Beideman were present to sit-in on the Board’s discussion with Tom Kelso and Robert Wideman regarding the steep slope section of the Zoning Ordinance and review of the revised Laymen’s Home Missionary Movement Subdivision Plan.  Discussion of use regulations pertaining to the steep slope district included the following:  questioning of the exclusion of swimming pools as a permitted use in precautionary slopes; submission of fully engineered grading plans was suggested; the purpose of regulations for steep slopes was discussed - noted were erosion and sedimentation aspects and stability of the site; compiling a list of criteria for building in the Steep Slope Conservation District (without creating damage to surrounding properties and with minimal site disturbance); and Tom Kelso will forward a sample grading ordinance.

EAC Member Laura Hardt has reviewed the Laymen’s Subdivision Plan and was present to discuss outstanding items and suggest relocating the spray system and updating the wetlands study since it was conducted in 1999, a drought year.  In response, the Developer stated he has previously considered alternative sites for the spray system finding marginal, less suitable soils in other areas of the tract; the Planning Commission and Township Engineer has approved the current location; and building eight houses in the area proposed for the spray system will create a visual impact, in addition to, an increased traffic impact (estimated 80 trips per day versus two to three trips per week for maintenance vehicles) upon the Pine Drive residents.  The Township Engineer added that many of Mrs. Hardt’s concerns are issues that will be addressed through DEP’s review of the planning module, which the Township recently submitted.

In reviewing the revised plan for the Laymen’s Home Missionary Movement Subdivision, it was noted that the plan was altered by raising the entrance road, redesigning the entrance layout, and reducing the grade on the northern lots, which will create more disturbance during construction but resulting in a less severe slope and easier maintenance for the property owners.  The Board requested that the entrance road be centered within the road right of way and were favorably inclined to a 4:1 slope on the northern lots, which contain precautionary slopes.

Township Engineer Tom Kelso reported on a site visit to the Township Park held Friday with Melchiorre Construction Company resulting in the Township not accepting the paving of the walking path and advising that no funds will be released for the project.  A letter has been drafted itemizing the deficiencies of the project and requesting a written plan for correcting the work for the Township’s review.

The Board unanimously approved the Ludwigs Corner Fire Company’s request to attend the Fire Prevention Week Apparatus Display held at the Coventry Mall on Thursday, October 5th upon a motion by Mrs. Perkins and second from Mr. Brachwitz.

Robert Wideman reported that the Request for Proposal to install the Tot Lot at the Township Park has been sent to approximately ten contractors for review with one proposal returned in the amount of $6,000.  Mr. Wideman, with the assistance of the Township Engineer if needed, will begin working on lay-out preparations and the Road Crew will install the equipment.

The Planning Commission has requested Board discussion on Regional Planning and Zoning with neighboring townships; the issue will be added to the Monday, October 9th regular meeting agenda.
