MINUTES - SEPTEMBER 18, 2000

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:05 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, and Township Solicitor Allan Greenwood.

Richard Guarini and Mary Ann Rossi, Esquire were present to review the Hankin Sewer Construction Agreement.  Solicitor Greenwood advised the Board that he and Mrs. Rossi had worked on the draft agreement over the weekend and proceeded to review the changes made pertaining to the capital reserve account, operating budget, operating reserve account, and repeal process.  A motion was made by Mrs. Perkins, seconded by Mr. Brachwitz, to adopt Resolution 12-2000 authorizing the submission of The Hankin Tract (Weatherstone) Sewage Facilities Planning Module to DEP conditioned upon approval of the agreement in final form from Allan Greenwood, Manager Heist, and the Township Engineer and written approval of the final agreement from the developer.  The motion carried unanimously.

An executive session was held regarding employee and real estate matters.

As a result of the Township’s acceptance of dedication of Barrington Road, work on outstanding punch list items will begin.

A motion was made by Mr. Brachwitz to enter into a 5-Year Winter Traffic Service Agreement with PennDOT to perform snow and ice removal on Hollow Road and Flowing Springs Road and to adopt Resolution 13-2000, authorizing Kenneth Miller to sign the Agreement.  The motion was seconded by Mrs. Perkins and carried unanimously.

In response to a question from Zoning Hearing Board Chairman John Landan, the Board agreed to continue requiring zoning relief for more than 50% expansion of a non-conforming building per Sections 405 and 2602 of the Zoning Ordinance.

Mrs. Perkins requested input from the Board to begin preparations on the Township Newsletter scheduled for mailing in October.

There being no further business, the meeting was adjourned at 9:45 a.m.
