ATTENDING Chairperson Craig Hannafin, Members Jan Beale, Laura Hardt, Jim Wendelgass - Planning Commission, Zoe Perkins- Board of Supervisors and Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:40 a.m. Minutes from the August 7, 2000 were amended to read that the EAC reviewed the Laymen’s Home subdivision plan.
ADMINISTRATIVE:
Planning Commission will be holding a work session on Thursday, September 14, 2000 at 7:30 p.m. to review the revised MPC/Regional Zoning (Newtown Twp). The Planning Commission held a work session August 10, 2000 and reviewed the Woodstone Development (Laymen’s Home) Sewage Facilities Planning Module which was to be forwarded to the Board of Supervisors along with comments. Pam Shillingford-Brown will work on the trail plan for Woodstone Development and submit a memo to the Board of Supervisors.
The Board of Supervisors reported that a revised draft of the Sewage Facilities Planning Module Agreement for the Hankin Tract and Woodstone Development (Laymen’s Home) were given approvals to be sent to the PADEP with conditions. Zoë Perkins announced that the plans for the new Township Building have been shelved at this time due to the cost of construction. September 11, 2000 the Board will address the issue of School House Lane, the residents have requested speed bumps be put in for traffic control.
The EAC will meet on Wednesday at 9:00 a.m. starting in the month of October.
REPORTS:
A Notice of Violation for St. Stephen’s Greene has been issued by DEP for the use of Round Up due the excessive weed growth around the intermittent sand filters. A letter has been sent to PADEP addressing the issue.
Matthews Meadows Spray Field received Notice of Violation concerning conditions of the fields. The developer will be repairing and reseeding the field within the next few weeks.
French & Pickering Creeks Conservation Trust has asked the Township for comment regarding a grant to develop a Landowners Guide to Stream Banks Conservation Options for homeowners along the French Creek and a Stream Bank and Steep Slope Ordinance. The EAC will review the information.
A report on Drip Irrigation from Castle Valley was handed out to the EAC for informational proposes.
French & Pickering Creeks Conservation Trust, Inc., et al. v. Zoning Hearing Board of West Vincent ( i.e. Pitcher) has been scheduled for a conference on September 27, 2000 at 2:30 P.M. before The Honorable Lawrence E. Wood in Courtroom No.5.
Pam Shillingford-Brown and Allen Heist have been working on the Township Trails. The EAC will study the map and make comments.
SUBDIVISION:
Matlock- Long Lane and Dewees Farm have not submitted new plans so the fee- in -lieu of is on hold until that time.
Layman’s Home has a Quiet Title posted on the property canceling the use of the property to the Eagle Farm Hunt Club.
NEW BUSINESS:
The EAC will review the Conditional Use for Massara and Gallagher at their next meeting. The hearing for Massara is scheduled for October 9, 2000 and the hearing for Gallagher will be held on October 23, 2000.
