BOARD OF SUPERVISORS
MINUTES - SEPTEMBER 5, 2000

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, and Township Solicitor Allan Greenwood.

Correspondence was received from Ann Orth, French & Pickering Creeks Conservation Trust, requesting review of a Watershed Restoration and Assistance Program partnership grant in the amount of $15,000 targeted to the "Dirt Road" area of French Creek.  The information will be forwarded to the EAC for comments.

The Board acknowledged receipt of a conditional use application from Carl Massara; the hearing will be held Monday, October 9, 2000 at 7:30 p.m.  The applicant desires to use his property located at 1211 Hollow Road to construct a basketball court and related earthwork within precautionary slopes.

David Schoenhard, Cathers & Associates, Inc., was present to discuss the available options to proceed with the West Vincent Township Municipal Complex project.  The Board determined that the project, as proposed, is terminated due to lack of funds.  The Board will continue to discuss expansion options.

Manager Heist reported working on draft amendments to the Zoning Ordinance; copies will be forwarded to the Planning Commission for review and comments.

As a follow-up to an inquiry, the Board established that the Chester Springs Studio, rather than Township staff, would complete application and report paperwork pertaining to the pass through grant to the Studio.

A motion was made by Mrs. Perkins, seconded by Mr. Brachwitz, to adopt Resolution 11-2000, approving submission of the Laymen’s Home Missionary Movement Sewage Facilities Planning Module to the Department of Environmental Protection; the motion carried unanimously.

The Board approved the purchase of a used laptop computer for Robert Wideman at a cost of $600.

The Police Department requested the Board to consider adoption of a Barking Dog Ordinance; there was no interest expressed by the Board at this time.

A motion was made by Mr. Brachwitz to hire David Gottier as Part-time Park Maintenance Worker for a maximum of 16 hours per week at a rate of $10.00/hour, with a six-month probationary period and conditioned on satisfactory completion of a post offer/pre-employment exam; this position will be under the supervision of the Roadmaster and Road Foreman.  The motion was seconded by Mrs. Perkins and carried unanimously.
