The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, Code Enforcement Officer Robert Wideman, and Township Engineer Gary Weaver.
Correspondence was received from the St. Stephens Greene Homeowner’s Association regarding transferring ownership of the water system to Philadelphia Suburban Water Co. and requesting clarification concerning the reservations of the Board and the potential costs for the residents of St. Stephens Greene. Manager Heist will draft a response letter. The Board also expressed an interest in meeting with a lawyer specializing in public utility law; the Board Members, Township Engineer, and Robert Wideman will supply a list of questions to Manager Heist regarding transfer of ownership of a water system to PSW.
Unanimous approval was granted for Woods at Callow Hill Escrow Release No. 5 in the amount of $3,470.00 upon a motion from Mr. Brachwitz and second from Mrs. Perkins.
William Lucas was present to request the Board to reconsider replacing the pavers to be installed on the Matthews Meadows Emergency Spillway with Turf Reinforcement Matting; TRM would provide a more adequate area of protection, at a more favorable cost to the contractor. Messrs. Brachwitz and Miller upheld their original determination to install the monoslab pavers in accordance with the approved subdivision plans. Areas of concern relating to the Matthews Meadows spray field were also discussed; Mr. Weaver will forward the most recent DEP violation notice and a list of outstanding improvements required prior to dedication of the system.
An executive session was held regarding real estate matters.
A unanimous motion was made by Mr. Brachwitz, seconded by Mrs. Perkins, to approve the purchase of plant materials for the Butterfly Gardens project at the Township Park at an estimated cost of $2,000 and to cover any expenses for mulch above the donations for the project obtained by Eagle Scout Colin Smith. A maintenance schedule is being prepared and suggestions of local clubs/organizations/groups to complete the maintenance were discussed.
Manager Heist distributed and reviewed draft amendments to the Zoning Ordinance for the Boards’ comments prior to forwarding to Solicitors Greenwood and Crawford.
A formal complaint was received from Lenore and Charles Richards, 1560 Birchrun Road, regarding a neighboring property owner storing "many types of trucks and equipment on this property" including two trucks with dump trailers, bulldozer and other types of tractors. Mr. Wideman stated that there does not appear to be enforcement issues, however, he will investigate and respond to the Richards’ complaint.
The Board is considering hiring a temporary part-time employee to mow the Township Municipal Complex and Park on St. Matthews Road; this employee would work 16 hours per week at a rate of $10.00 per hour, be trained to use the township equipment, and be under the supervision of Road Foreman Mark Hughes.
Upon inspection, it was decided pipe replacement will not be required on Jaine Lane in the vicinity of Birchrun Road; Collinson Inc. will be requested to install guiderail and Manager Heist will look into ordering and installing universal "one-lane bridge" signs.
