MINUTES - JULY 5, 2000

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:30 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, and Code Enforcement Officer Robert Wideman.

Acts 67 and 68, land use legislation which amend the Pennsylvania Municipalities Planning Code and provide incentives and tools to preserve open space and direct growth to core areas, were signed by Gov. Tom Ridge in June and take effect August 21st.  The Board requested Manager Heist to contact a representative from Newtown Township, Bucks County, to discuss their experience in implementing these types of land development regulations.

Solicitor Greenwood will begin preparations on the SLC Senior Living, LLC Decision.

A cost estimate for structural inspection of six Township Bridges was received from Ludgate Engineering Corporation in the amount of $6,000; Manager Heist will request a revised proposal from Gannett Fleming based on a similar scope of work and also contact PennDOT regarding the availability of inspection service for cash versus the State Agility Program.

The Chester County Parks and Recreation Department has advised that the Township Park project grant expires December 31, 2000.  Manager Heist noted that 50% of the cost for repair and paving of the walking path at the Township Park is reimbursable through the project grant.  Installation of the Tot Lot will be completed by the Road Crew this Fall, with Robert Wideman supervising the layout of posts.

As a follow-up to discussions with Stephen Siana, Esquire, David Frame and John Bruner regarding delineating rights of way for the northern segment of the ByPass, the Township Traffic Engineer has submitted a review of three Route 100 ByPass Alignment plans identifying the benefits of each layout.  Manager Heist and Solicitor Greenwood will generate an outline of legal and land use issues to be addressed and the Board will meet with Mrs. Griffith, Messrs. Frame, Bruner, and Mackey on July 17th.
