MINUTES - June 5, 2000

ATTENDING Chairperson Craig Hannafin, Members Jan
Beale, Laura Hardt, Pete Moscufo and Jim Wendelgass and Township Manager
Allen Heist.
The Chairperson called the meeting to order at 9:40 a.m. Minutes from
the May 1, 2000 meeting were approved.
ADMINISTRATIVE:
- Planning Commission will be holding a work session on
Thursday, June 8, 2000 at 7:30 p.m. to start the review process on the
Hankin Subdivision and Land Development Plan. The Strawbridge and Harman
Conditional Use hearings are set for June 12, 2000; the planning
commission will review the information that has been received at this
time.
- The Board of Supervisors reported that there has been a
decision on the West Vincent v. Polay case, the decision was in the
Township's favor. The residents on S. Chester Springs Rd. asked the
Board of Supervisors to keep Chester Spring Rd. closed, the petitioners
are concerned that the road at the intersection of Rt. 401 is creating
hazardous conditions. The road would be available for emergency vehicles
only. Mrs. Perkins asked the EAC to give thought to the TDR processes
and will review at the July meeting. A decision on the Pitcher hearings
was given on April 17, 2000, both sides have appealed. There will be
decision on the Senior Life Care by July 31, 2000.
MAIL:
- James Heinlein of 69 N. Iroquois Lane, Wetherill Estate,
has a drainage problem, which is being handled by our zoning officer,
Robert Wideman and Castle Valley Consultants. They will need to add an
inlet to the pre-dedication checklist.
- A letter was received from Susan Sonzogni of 24 Barrington
Lane, regarding weed control at the open space surrounding the water
plant. The Township has had the area mowed and will be mowed on a
regular basis during the summer.
REPORTS:
- St. Stevens Greene HOA has been contacted by the Township
regarding legal fees and the cost to hire a lawyer to discuss the
Philadelphia Suburban Water Company's proposal for purchase of the water
plant.
- The DCNR sent a State Park survey out and asked the EAC to
review and return, this was given Laura Hardt.
- Pam Shillingford-Brown will be meeting with Township manager Allen
Heist to finalize the proposed Township Trail.
- West Vincent Land Trust will meet Tuesday, June 6, 2000 at
5:00 p.m. The trust is getting ready to apply for conservation grants
with the help of Barry Cassidy, which will enable the Land Trust to be
buy open space easement. They are looking at all view shed areas
first.
- The Township Building landscape plan has been received and
given to Pete Moscofu for review and then will be reviewed by Laura
Hardt, the EAC has approximately a year before this review is
needed.
SUBDIVISION:
- James and Karen Fasel submitted a four-lot preliminary
subdivision plan for 36 acres on School House Lane, the Board of
Supervisors discussion was tabled until June 12, 2000. There are issues
that need to be addressed regarding TDR's and open space
requirements.
- E. Raymond Lynch submitted a 2-lot subdivision, which is on
9 acres, located on the north side St. Matthews Rd. Based on the
applicant's design preference, notes need to be added to the plan
showing that it will be deed restricted so that nothing will be built
200 ft. from the road.
ZONING:
- Michael and Anne Strawbridge submitted a Conditional Use
application to use their property for a boarding stable. The hearing
will be held on June 12, 2000 at 7:30 p.m. at the Township
Building.
- Stephen W. Harman submitted a Conditional Use application
to locate a driveway, septic system and a stormwater management facility
on steep slopes on his property at 4 Half Hill Road. The hearing will be
held June 12, 2000 at 7:30 p.m. at the Township Building.
- Taylor Braendel submitted a Conditional Use application to
allow the applicant to use the property for a film and video production
as an accessory use. The hearing will be held on Monday, July
10th at 7:30 p.m. at the Township Building.
NEW BUSINESS:
- Craig Hannifin asked if the Township was aware of potential
wetlands disturbance in the area of the pond and dam on the Massara's
property located on Hollow Rd. Mr. Wideman has been asked to
investigate.
The meeting was adjourned at 11:15, the next meeting will be held
Monday, July 3, 2000
