The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:15 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, and Code Enforcement Officer Robert Wideman.
Mrs. Perkins reported receiving telephone calls from residents alerting of potential wetlands disturbance in the vicinity of the pond and dam on the Massara property, Hollow Road; Mr. Wideman will investigate.
The Board reviewed correspondence from Toll Brothers, Inc. regarding a proposed Eagle Farms (Ewing Tract) Inter-Municipal Sewer Agreement based on a Concord Township-Thornbury Township agreement and questioned the desirability or need for such an agreement.
Valley Forge Sewer Authority has obtained a contractor to relocate the sewer line accessing the Dougherty residence on Pughtown Road at an estimated cost of $2200.
Manager Heist prepared the following correspondence/documents for Board review:
As a follow-up to a request from Stephen Siana, David Frame, and John Bruner, a revised Route 100 ByPass Alignment plan was prepared by Castle Valley Consultants, Inc. delineating rights of way for the northern segment of the ByPass onto the Bruner property to yield two viable commercial lots (one on the Griffith property and one on the Bruner property). Board members reviewed the plan noting the added length/additional cost of the By-Pass, creation of an additional ~6-1/2 acres of Village Center Commercial Zoning District, potential zoning enforcement issues due to the configuration of the lots, creating a lot on the Bruner property which cannot be accessed prior to the construction of the ByPass, and setting precedence regarding future requests for commercial zoning; the Board indicated an interest in maintaining the current Route 100 Overlay as shown in the Zoning Ordinance.
A cost proposal for structural inspection, rating analysis, and findings report of seven Township Bridges was received from Gannett Fleming in the amount of $24,460.50; Manager Heist will acquire additional cost estimates and contact the State Agility Program for possible assistance.
