West Vincent Township
Planning Commission
May 18, 2000

ATTENDING: Chairman Jim Wendelgass, Vice Chairman Kate
Damsgaard, Members Wheeler Aman, Vince Kling, Clare Quinn, Jean Warrick
and Township Manager Allen Heist.
Chairman Jim Wendelgass called the meeting to order at 7:40 p.m.
SUBDIVISIONS:
- Pat Lynch was present to present a sketch plan on the Lynch
Subdivision which is a 9 acre, 3 lot subdivision located on the
north side St. Matthews Rd. Based on the applicant's design preference,
note needs to added to the plan showing that it will be deed restricted
so that nothing will be built 200 ft. from the road. Mr. Lynch will make
the changes and present a preliminary plan.
- A work session is scheduled for Thursday, June 8, 2000 at 7:30
p.m. at the Township building to review the Hankin Subdivision and
Land Development plan.
- A review letter was received from the C.C. Planning Commission on
the I. Newton Evans, Jr. subdivision plan that is in Upper Uwchlan
Township. The Township has not received a copy of the plan and has
request one from Upper Uwchlan Township.
ZONING:
- The final Conditional Use Hearing for SLC Senior Living,
LLC was held on May 17, 2000. The Board of Supervisors has 75 days
to make their decision.
- Stephen W. Harman submitted a Conditional Use application
to locate a driveway, septic system and stormwater facility on his
property at 4 Half Hill Rd. Kate Damsgaard made a motion, seconded by
Clare Quinn not to make a recommendation at this time. They feel they do
not have enough information. A memo will be sent to Harman requesting
the required information for the June 8 work shop.
- Michael and Anne Strawbridge submitted a Conditional Use
application to use their property for a boarding stable. The hearing
will be held on May 22, 2000 at 7:30 p.m. at the Township Building. A
motion was made by Vince Kling, seconded by Wheeler Amen to send a memo
to the Board of Supervisors stating that they can not make a
recommendation at this time. They need to address the following issues:
parking, lighting, noise, hours of operation signs and the manure pit. A
suggestion was made to have the Strawbridge comply with Section 2220 and
Section 2711 of the Township Zoning Ordinance.
Minutes from the April 20, 2000 meeting were amended to read that the
two responses to the notice in the West Vincent Township newsletter
regarding the Planning Commission vacancies will be asked to attend the
meetings for a period of time before the planning commission makes a
final decision.
