MINUTES - MAY 15, 2000

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:05 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, Township Solicitor Allan Greenwood and Township Code Enforcement Officer Robert Wideman.

St. Stephens Greene residents, Jeffrey and Andrea Jackowski, 21 Barrington Lane, and Jeffrey Milne, 13 Barrington Lane, were present to discuss an on-going water problem on the Jackowski's lot, which, in part, is created by incomplete lot improvements per the approved subdivision plan - specifically an unconstructed swale, final grading, and installation of a pipe under the Milne and Destefano (Lot 32) driveways to carry runoff to an existing catch basin. Mr. Wideman stated that the Township Engineer has visited the site and reviewed the approved stormwater management plan and recommends installation of an inlet with storm piping to the existing catch basin at an approximate cost of $4,000. Mr. Milne is agreeable to installing the pipe under his driveway conditioned upon there is no cost to him and that his entire driveway and parking/turn around are repaved. The Board indicated that right of way and stormwater easement improvements are the responsibility of the Township; lot improvements such as these are the builder/property owners' responsibility. Messrs. Jackowski, Milne, and Destefano, and will discuss the incomplete lot improvements with the developer, Mr. Morgan and advise the Township.

An executive session was held at 9:15 a.m. regarding potential litigation matters; the administrative meeting resumed at 9:35 a.m.

As a result of the increased number of requests and increased engineering costs, the Board discussed establishing Township policy regarding the generation of TDR and Greenway Worksheets. Due to the private and privileged information produced by these reports, a form requesting generation of a TDR and/or Greenway Worksheet must be completed and signed by the property owner prior to the Township contacting Castle Valley Consultants, Inc. requesting the Worksheet. The property owner will be billed for engineering costs; requests from the West Vincent Land Trust will not be billed. A disclaimer will accompany the TDR and Greenway Worksheets noting that the findings are subject to field verification. Mr. Wideman will draft a written policy format for review.

The Board unanimously acknowledged receipt of a subdivision extension agreement for the Fasel Subdivision extending review time to May 23, 2000 upon a motion from Mr. Brachwitz and second from Mrs. Perkins.

The Township Engineer indicated that Malehorn Road would be paved on Wednesday, May 17th as part of the Woods at Callow Hill development.

Manager Heist reported on estimated costs and technical requirements for a document scanner; the issue was tabled until the office staff relocates to the new municipal building.

The Board reviewed a draft approval letter to Southdown Homes regarding installation of an expanded stormwater management system and correspondence to Rev. Chad Brekke, St. Matthews Lutheran Church regarding the landscape plan for the Township Park.

Manager Heist advised that Castle Valley Consultants would be revising the "Potential Conservation Lands" maps generated for the West Vincent Land Trust.
