MINUTES - May 1, 2000

ATTENDING Chairperson Craig Hannafin, Members Jan
Beale, Jim Wendelgass and Township Manager Allen Heist.
The Chairperson called the meeting to order at 11:00 a.m. Minutes
from the April 3, 2000 meeting were approved.
ADMINISTRATIVE:
- Columbia Gas, Fasel, Kling Subdivision, Strawbridge Conditional
Use, and Pitcher Zoning Hearing Board Decision are issues for both the
Planning Commission and the Board of Supervisors, which are being
discussed on the agenda.
- EAC member Laura Hardt questioned the date of her term, which is a
three year term and 12/31/01 is indeed correct. Craig Hannifin will
address this issue with her.
REPORTS:
- Notice of Violation was given to St. Stephen's Greene from
CC Health Department in accordance with the Pennsylvania Safe Drinking
Water Act. The Health Department has not received the results of the VOC
monitoring for 1999.
- Springlea Stormwater Basin has had repairs made to correct
a sediment problem.
- Columbia Transmissions Cease & Desist Order is still in
effect. There is still clean up to be done.
- West Vincent Land Trust will meet Tuesday, May 2, 2000 at
5.00 p.m. at the Township Building.
- Craig Hannifin and Pam Shellingford-Brown have been working on a
trail map to identify a loop to serve as an example for a
Township Trail.
- Plans for landscaping at the Township Building have
been received. They will be reviewed for comments.
SUBDIVISION:
- James and Karen Fasel submitted a four-lot preliminary
subdivision plan for 36 acres on School House Lane. The Planning
Commission and EAC have made recommendations to approve the Fasel
subdivision subject to conditions. Mr. Heist explained Mr. Fasel was not
in favor of the "Fee-in-Lieu" Section 615 of the Subdivision
and Land Development Ordnance and has added 5,000 sq. ft. of land to
each parcel. The EAC agrees that this was a good candidate for the
fee-in-lieu concept. This matter will be on the May 8, 2000 Board of
Supervisors agenda.
- Vince Kling submitted a 3-lot subdivision; the property is
on the S.E. side of Birchrun Road and Shady Lane. Review letters are
back from Castle Valley Consultants, CC Planning Commission and Robert
Wideman the Township Zoning Officer. Mr. Kling will comply with the Tier
II Subdivision requirements as mentioned in the review letters. Another
plan will be submitted for review.
- The Hankin Group would like to have the 537 planning
module signed off on, but the reports from Castle Valley
Consultants have to be received.
ZONING:
- Michael and Anne Strawbridge submitted a Conditional Use
application to use their property for a boarding stable. The hearing
will be held on May 22, 2000 at 7:30 p.m. at the Township Building. The
EAC supports the use of this property for a boarding stable.
- Stephen W. Harman submitted a Conditional Use application
to locate a driveway, septic system and a stormwater management facility
on steep slopes on his property at 4 Half Hill Road. The hearing will be
held June 12, 2000 at 7:30 p.m. at the Township Building.
- Paul W. Pitcher and Shirley Pitcher came before the West
Vincent Zoning Hearing Board. Nine hearings were held. A decision was
read on April 17, 2000. The applicant was granted a variance to permit
the disturbance of the stream buffer and ridgeline setback for the
purposes of constructing an entrance drive and a single family dwelling,
subject to conditions. Mr. Wideman was at the meeting to explain the
conditions of the decision.
The meeting was adjourned at 12:00, the next meeting will be held
Monday, June 5, 2000
