The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, and Township Solicitor Allan Greenwood.
A memorandum was sent to invite Horseshoe Farms property owners and First Union Bank representatives to attend today's administrative meeting to discuss road dedication and maintenance responsibilities for the stormwater management system in Horseshoe Farms development. Property owners Timothy Sheehan, Anne Marie Elko, Maryanne Jacobsen, Steven Niggeman, Richard Collins, Gilbert Welsford, John Madara, and Eleanor Martone were present and expressed an interest in offering the stormwater management facilities to the Township for dedication. However, before accepting dedication and responsibility for maintenance and repair of the facilities, the Township requires the Township Engineer's review of the stormwater management facilities to confirm proper operating condition. The Township desires minor maintenance such as lawn cutting to be done by the lot owners. The following course of action was agreed upon:
The conditional use hearing to consider the application of Columbia Transmission Communications Corp. has been continued to Wednesday, May 3, 2000 at 7:30 p.m. at the West Vincent Township Building. Correspondence was received from Columbia Transmission requesting a general continuance pending CTC's completion of a construction feasibility analysis of an alternative location. Columbia Transmission Communications will report to the Township on the status of the alternative site at the end of May.
Manager Heist will contact the St. Stephens Greene HOA regarding covering legal fees and costs for Michael Klein, Esquire to discuss and review Philadelphia Suburban Water Company's proposal for St. Stephens Greene Water and Sewer Plants.
The Board approved an alternative medical insurance plan through John Alden Health Plans for Robert Wideman of comparable benefits and cost to Keystone Health Plan East; the current medical plan offers limited doctor choices in the Berks County area.
Following the Hurricane Floyd disaster last Fall, efforts had been made to fill in an earthen road embankment along Sheeder Mill Road which storm water had washed away; these efforts were halted by the property owner. Manager Heist advised the Board that Mrs. Parke is unhappy with the condition of the embankment and requests that the area is leveled off. Manager Heist will send a letter to Mrs. Parke requiring a return response/signature prior to starting work.
A letter will be sent to the Matthews Meadows HOA advising them of the pending building construction at the municipal complex and requesting the homeowners' compliance with the "no trespassing" posting and "no fishing" posting of the site for safety and liability reasons.
