ATTENDING: Vice Chairman Kate Damsgaard, Members Wheeler Aman,
Vince Kling, Clare Quinn, Jean Warrick and Zoning Officer Robert
Wideman.
Vice Chairman Kate Damsgaard called the meeting to order at 7:35
p.m.
CORRESPONDENCE:
- Pennsylvania Municipal Training Partnership Spring 2000 and
West Chester University are offering courses in Planning, Zoning and
Subdivision review for any one that is interested. For more information
please call the Township office.
- The two responses to the notice in the West Vincent Township
newsletter regarding the Planning Commission vacancies will be asked to
attend the meetings for a period of time before the planning commission
makes a final decision.
SUBDIVISIONS:
- Columbia Gas Transmission has a Conditional Use hearing
Wednesday, April 26, 2000 at 7:30 p.m. at the Township Building.
- Tuesday, April 25,2000 is a Conditional Use hearing for Senior
Life Care at 7:30 p.m. at the Township Building. If the Planning
Commission members have any comments they should notify Jim
Wendelgass.
- The Fasel Tract is located at the intersection of St.
Matthews Road and Schoolhouse Lane. The applicant has selected the Tier
III Subdivisions Option. Vince Kling made a motion and was seconded by
Jean Warrick to recommend to the Board of Supervisors that the Fasel
Subdivision be given approval with the following conditions: 1.Soil
testing in the area of proposed stormwater basin must be performed to
assure that no groundwater will be present at the elevation of the basin
bottom. 2.Remove the TDR calculations from the plan. 3. A note must be
added to the plan to notify owners and contractors of the presence of a
Texas Eastern Pipe and to emphasize the necessary oversight during
installation of sewer force main. 4.The maintenance schedule for mowing
the meadows must be added to the plan.5. The applicant will meet with
Castle Valley Consultants and Allen Greenwood regarding the TDR's on
parcel B.
- Vince Kling submitted a lot-line change; the property is on
the S.E. side of Birchrun Road and Shady Lane. Review letters are back
from Castle Valley Consultants, CC Planning Commission and Robert
Wideman the Township Zoning Officer. Mr. Kling will comply with the Tier
II Subdivision requirements as mentioned in the review letters. Another
plan will be submitted and submitted for review.
ZONING:
- The application of Paul W. Pitcher and Shirley Reed Pitcher
came before the West Vincent Township Zoning Hearing Board. Nine
hearings were conducted. A decision was read on April 17, 2000. The
applicant was granted a variance to permit the disturbance of the stream
buffer and ridgeline setback for the purposes of constructing an
entrance drive and a single family dwelling, subject to conditions.
- Michael and Anne Strawbridge submitted a Conditional Use
application to use their property for a boarding stable. The hearing
will be held on May 22, 2000 at 7:30 p.m. at the Township Building. The
Planning commission will review the conditional use application at the
May 18, 2000 meeting.
Minutes from the March 16,2000 meeting were approved.
The meeting adjourned at 10.10 p.m.
