BOARD OF SUPERVISORS
MINUTES - APRIL 10, 2000
(UNAPPROVED)
The regular meeting of the West Vincent Township Board of Supervisors
was held on the above date at the Township Building. Chairman Kenneth
Miller called the meeting to order at 7:35 p.m.; others in attendance
were Supervisor Zoë Perkins and Township Solicitor Allan Greenwood.
Supervisor Karl Brachwitz and Township Manager Allen Heist were
attending the PSAT State Convention in Hershey.
Minutes:
- Unanimous approval was granted for minutes of March 6, 13, 20, 23,
27, and 29 with a motion from Mrs. Perkins and second from Mr. Miller.
Reports:
- Treasurer's Report - Barbara Dunn reported the
following March account balances: General Fund, $41,935.97; State Fund,
$9,626.17; Kimberton Sewer Fund, $15,652.35; Road Repair Loan Fund,
$11,369.75; Township Building Loan, $683,624.43; St. Stephens Greene
Water Fund, $18,133.52; and St. Stephens Greene Sewer Fund,
$32,618.14.
- Police Report - Police Chief Karl Jones reported
that the Police Department responded to 86 calls in March. The
Department is investigating theft of stereo equipment from several
vehicles along Route 100; six arrests were made for public drunkenness,
urinating in public, and Drug Act 64; and two stolen vehicles were
recovered.
Mrs. Perkins asked Chief Jones if the Police Department has found
their radio equipment inoperable due to "dead" spots
within the Township; Chief Jones responded that the car phone,
vehicle computer, and police radio are effected by "dead"
spots particularly along Route 100, French Creek Road, some areas of
Hollow Road, and at the Township Office. Mrs. Perkins advised that Ed
Atkins, Chester County Department of Emergency Services would attend the
Monday, April 24th regular meeting of the Board of
Supervisors to address the issue of "dead" spots within the
Township; in addition to Chief Jones, representatives from the Ludwigs
Corner Fire Company and Vincentshire residents will be invited to
attend.
- Solicitor's Report - Solicitor Greenwood reported
working on Resolution 6-2000, regarding permits for the placement of
banners over public roadways; letter of credit for dedicated
improvements at Vincentshire; and dedication of the Estates portion of
Wetherill Estates. A preliminary punch list of the Wetherill Estates
Development, dated April 10, 2000, was distributed by Solicitor
Greenwood for the Board's review.
- Mr. Miller moved that the Board has reviewed the Township
Engineer's report dated April 10, 2000, regarding the Wetherill
Estates Development Punch List, and authorizes Manager Heist or
Solicitor Greenwood to send a certified letter to the developer, as
required by Section 510 of the MPC, providing notification that the
Board has reviewed and approved the engineer’s report. The motion was
seconded by Mrs. Perkins and carried unanimously.
Correspondence:
- In response to correspondence received from the Chester County
Health Department, a motion was made by Mr. Miller that the Township
intends to consider support and participation in a new Household
Hazardous Waste Program starting in the year 2001. The motion
was seconded by Mrs. Perkins and carried unanimously.
Old Business:
- The following rates, settlements costs, and approximate timetable
for tax anticipation loan completion were submitted for
review:
- First Financial Bank - 5.4% interest rate if a deposit
relationship is not available; settlement costs will range from
$300-$400 if legal preparations are completed by the Township Solicitor
or $600-$800 to include legal preparations; and a one week timetable for
loan completion.
- Downingtown National Bank - 5.75% interest rate; settlements
costs and approximate timetable is comparable to First Financial
Bank.
- Mrs. Perkins, Code Enforcement Officer Robert Wideman, Land Trust
members and Wheeler Aman met with Kim Moretti, East Pikeland Township
Manager, regarding the proposed East Pikeland trail system and park as
it relates to the Kimberbrae Trail in West Vincent. Mrs.
Perkins will supply background information and correspondence to Ms.
Moretti and the trail issue will be placed on the April 24th
regular meeting agenda.
New Business:
- Isabelle Travaglini, Green Lane, attended the EAC April meeting to
express her disappointment with the guiderail installed on Green
Lane, stating that the PennDOT approved guiderail seems too long
and the previous wooded guiderail maintained the scenic character of the
area. Since there was no representation or memorandum from the EAC, the
issue was tabled.
Business from the Floor:
- Township Resident Jane Gaffer advised the Board that a section of
the stream bank along Birchrun Road (between Hollow Road
and the Perkins residence) had been washed out and PennDOT corrected the
problem by dropping a load of stone, which appears to be an inefficient
size and type. Mrs. Gaffer also questioned if PennDOT considered the
exceptional value rating of the stream when restoring the washed out
area. Mrs. Perkins moved that a letter be sent to PennDOT asking why
inefficient weight stone was used and was the exceptional value stream
designation considered in selecting the appropriate materials used in
restoring the washed out area.
Bills List:
- Mr. Miller made a motion to pay the bills on the Bills List dated
April 10, 2000; it was seconded by Mrs. Perkins and carried
unanimously.
There being no further business, Mr. Miller moved the meeting be
adjourned; the motion was seconded by Mrs. Perkins and the meeting
adjourned at 8 p.m.
