MINUTES - APRIL 3, 2000

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, and Township Code Enforcement Officer Robert Wideman.

A motion was made by Mrs. Perkins to adopt Resolution 6-2000 regarding permits for the placement of banners over public roadways in West Vincent Township; the motion was seconded by Mr. Brachwitz and carried unanimously.

Code Enforcement Officer Robert Wideman has completed an inventory of business signs including photographs of signs, dimensions and basic information. The Board advised Mr. Wideman to proceed with enforcement actions against those owners who are in clear violation of the zoning ordinance and send a certified letter to all commercial owners advising of current sign ordinance regulations. Fronefield Crawford will be asked to review the ordinance section addressing off site directional real estate signs.

The Hankin Group has requested that the Sewage Facilities Planning Module for the Hankin Tract be forwarded to DEP for review. The planning module will be forwarded to DEP following preliminary plan submission and verification that the plan complies with zoning and conditional use requirements. Mr. Wideman will investigate time limitations for responding to the receipt of a planning module.

The Board approved Census 2000's request to use the Township Building during the week of April 24th for enumerator training provided that they will be responsible for cleaning the meeting room and bathroom.

Mr. Wideman reported that he will be meeting with Neil Grubb, Top of the Hill Beverage and his contractor regarding the driveway entrance, erosion and sedimentation controls, and landscaping; the Board requested that the project comply with zoning and conditional use regulations prior to issuance of a use and occupancy permit.

Manager Heist has prepared a draft letter to the property owners of Horseshoe Farms development regarding clarification of the maintenance responsibilities of the stormwater management system prior to accepting dedication of the roads; the Board, Solicitor Greenwood and Planning Solicitor Crawford are reviewing the draft letter.

A Route 100 ByPass Alignment plan delineating rights of way for the northern segment of the ByPass was prepared by Castle Valley Consultants, Inc. and reviewed by Board members. The plan will be forwarded to Frame/Griffith.

The Fire Prevention Ordinance (Violations section) will be revised to authorize the Township Code Enforcement Officer to issue violation notices.

As a follow-up to discussion regarding the issue of "dead" spots within the Ludwigs Corner Fire Company's fire territory and resulting pager malfunction, Ed Atkins, Chester County Emergency Services, will attend the Monday, April 24th regular meeting of the Board of Supervisors.
