The regular meeting of the West Vincent Board of Supervisors was held on the above date at the Township Building. Chairman Kenneth Miller called the meeting to order at 7:38 p.m.; others in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, and Township Solicitor Allan Greenwood.

Chairman Miller received the following memorandum from David Monteith, Emergency Management Director, to be read at the meeting and recorded in the minutes:
It has come to my attention through the news media that a certain person or persons object to the Ludwigs Corner Fire Company house siren. It is also my understanding that the previous siren had been out of service due to lack of funding for extensive repairs or replacement. I have been involved with volunteer emergency groups for over thirty years. Now more than ever, volunteer responders need all the help and community support they can get. In the current hi-tech real world, Chester County Emergency Organizations are currently trying to cope with a $14 million plus radio system that still has many flaws and "dead" spots. While some might find a house siren objectionable, there is a real need still at hand, and a genuine public safety issue. I know that if my house caught fire at 2:00 a.m., and I called 911, if I was standing outside with my family, I would be more than a little upset if I did not hear a siren blowing!
Ludwigs Corner Fire Company representatives - Dave March, David Frame, James Gooding, Allen Cleaver, Martin Blumenthal, Dick Guth, Jody Spangler, Jeff Kimes, and Rich Hahn - were present to offer the following comments:
Other suggestions included angling the siren in a different direction (the siren is circular, however), enforcing the false alarm ordinance to decrease the number of calls (approximately 20 calls last year), and posting a sign at the Fire House stating "Siren Zone - we run our siren twenty-four hours, seven days a week" to notify prospective home buyers.
In conclusion, as a follow-up to Mrs. Rava's request, Solicitor Greenwood will research enactment of a zoning ordinance to regulate emergency sirens, the Fire Company Board of Directors will reconsider a self-imposed moratorium on evening siren usage, and the Board will contact Ed Atkins, Chester County Emergency Services, to attend a meeting to address the issue of "dead" spots within Ludwigs Corner’s fire territory and resulting pager malfunction.

There being no further business, Mr. Brachwitz moved the meeting be adjourned; the motion was seconded by Mrs. Perkins and the meeting adjourned at 9:55 p.m. An executive session was held regarding personnel matters.
