MINUTES - MARCH 20, 2000

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:05 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins and Township Manager Allen Heist.

As advertised for this date, bids were received and opened for Road Materials from the following contractors:

Bids will be reviewed by the Roadmaster and Township Manager; primary and secondary bids will be awarded on Monday, March 27, 2000 at 7:30 p.m.

As advertised for this date, bids were received and opened for Road Equipment Rental (grader); one bid was received from R.W. Fetters, Inc. A unanimous motion was made by Mr. Miller, seconded by Mr. Brachwitz, to award the equipment rental for road maintenance to R.W. Fetters, Inc. per the attached schedule of equipment: [contact the Township for a copy of the schedule]

Manager Heist reviewed the Norris/McMillan building permit/driveway matter. The McMillan's plan to build a residence on their S. Beaver Hill Road flag lot property and prefer to extend an existing driveway access from the Norris property to the rear lot to connect the property to Beaver Hill Road instead of using a fee simple access. The fee simple access along the "flag" will remain as a future alternate access. Zoning Officer Robert Wideman has reviewed the matter for compliance with township driveway and zoning requirements and a driveway easement agreement has been reviewed by Solicitor Greenwood. The Board was satisfied with the direction that has been taken.

Rates for a tax anticipation loan have been received from Downingtown National Bank and First Financial Bank; Manager Heist will check into a revolving line of credit.

The Columbia Transmission Communications Corporation conditional use hearing scheduled for Tuesday, March 21, 2000 has been moved to Monday, April 3, 2000 at 7:30 p.m.

Documents pertaining to the implementation of Robert Burch's transfer of development rights will be ready for signature today.

Philadelphia Suburban Water Company has submitted a proposal for purchasing the St. Stevens Greene and Wetherill Estates systems; the proposal has been forwarded to Fronefield Crawford for review.

A check in the amount of $29,774.67 has been received from The Hankin Group for payment of past due engineering/legal fees. However, accumulated late payment charges totaling $2,673.75 were not included in this payment; compensation for these charges will be requested.

Correspondence was received from Ludwigs Corner Fire Company requesting permission to fuel fire trucks at the Township maintenance building and be billed by the Township on a monthly basis. Previously, diesel fuel had been purchased from Styer Trucking, Route 100 and Font Road, however, since the business has been sold, the closest places for fuel are Eagle or Bucktown, which are outside the fire district and not equipped to handle large trucks. The Board approved the Fire Company's request.
