CONDITIONAL USE HEARING
A conditional use hearing to consider the application of SLC Senior Living, LLC was held on the above date at the Township Building. Chairman Kenneth Miller called the public hearing to order at 7:38 p.m.; others in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, Township Solicitor Allan Greenwood, Mark Hagerty, court reporter, and John E. Good, Esquire, representing the applicant.
The purpose of the hearing was to take formal action on the application of a conditional use permitted under Section 603B.7 pursuant to Sections 2212 and 2711 of the West Vincent Township Zoning Ordinance to construct a life care community on tax parcels 25-7-8 (24.8 acres fronting on Route 401 zoned R-2 with a Mobile Home Park Overlay) and 25-7-8.2 (13.4 acres fronting on Black Horse Road zoned R-2). The applicant proposes 31 duplex cottages (62 units), 84 assisted living facility luxury suites, and 70 assisted living facility standard suites.
Mr. Brachwitz read the hearing procedures for hearing dates after January 24, 2000. Solicitor Greenwood invited submission of additional Entry of Appearance forms and the following entries of appearance were filed:

The Board confirmed party status in the conditional use hearing for the eight individuals who entered their appearance.
The Board entertained argument from the Applicant and other parties on the question of whether additional documents and information should be made part of the application per section 2711A of the Zoning Ordinance as noted in Exhibit S4, a review letter from Township Zoning Officer Robert Wideman dated January 11, 2000. Mrs. Perkins strongly suggested, for everyone's benefit, requiring the submission of a hydrology study to be presented prior to the conclusion of the hearing process to advise if sufficient groundwater is available to meet the needs of the proposed project; the applicant has proposed public water and Philadelphia Suburban Water Company has confirmed the property is situated within their service territory. Mr. Brachwitz and Mr. Miller ruled to proceed without requiring further documentation at this time; however, the applicant agreed to comply with any reasonable request for documents and information at a later point during the hearing process.
The Board submitted for the record Exhibit S-9, West Vincent Township Planning Commission review letter dated January 22, 2000. Chairman Wendelgass stated that said report has been officially adopted by the West Vincent Township Planning Commission.
John E. Good, Esquire presented the first witness, Gregory M. Stevens, President of SLC Senior Living, LLC, a subsidiary of Senior LifeChoice, LLC of Kimberton, PA. Mr. Stevens reviewed his professional background, company background, overview of the proposed facility and services rendered, "medical facility" definition, and unit density calculation for the project. During testimony, the following exhibits were submitted for the record:
Upon completion of testimony, the Board of Supervisors and Solicitor Greenwood asked questions seeking clarification of the evidence presented. Parties, Richard Mulcahey, Esquire and Peter Rodgers, cross-examined the witness. Mr. Stevens invited the Board and parties to visit the Life Care Community project on Rapps Dam Road in Kimberton. The conditional use hearing in connection with the application of SLC Senior Living, LLC will continue with party cross-examination of Gregory M. Stevens by parties other than Deisher (represented by Richard Mulcahey) and Peter Rodgers on Thursday, March 23, 2000 at 7:30 p.m. at the West Vincent Township Building; the hearing was adjourned at 10:35 p.m.
