The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Karl Brachwitz and Township Manager Allen Heist.
David Schoenhard, Cathers & Associates, Inc., architect for the municipal complex was present to review draft architectural and structural construction documents including proposed "deletes and add-ons" (alternative materials/designs), color scheme, and sample materials. Mechanical, plumbing, and fire protection drawings are complete; electrical drawings will be revised to accommodate future design ability for an emergency generator. Mr. Schoenhard advised the Board that final drawings, bidding information, and specifications will be submitted in two to three weeks for final review by the Township Building Inspector and Project Supervisor. Mr. Miller will contact Castle Valley Consultants, Inc. to coordinate submission of the outstanding engineering designs for the project. A revised proposal with Cathers & Associates, Inc. for the construction phase of the project will be placed on the February 28th regular meeting agenda.
Code Enforcement Officer Robert Wideman will present the Route 100 sign inventory to the Board during the March 6th administrative meeting.
Manager Heist will contact the Police Department regarding coordinating efforts with the Road Department to complete a video tape street sign inventory using the video observation unit in the police vehicle.
As a follow-up to a request for the Board to consider painting center or edge markings on Township roads for safety purposes, Manager Heist has compiled a listing of Township road widths and recommends the 20' width threshold be reduced to 18'. Under the 18' width criteria, Township roads under consideration would include Flowing Springs Road, Hollow Road, and School House Lane; segments of Black Horse Road, Horseshoe Trail and Miller Road, which are not solely in West Vincent Township, may be considered if the project can be coordinated with the adjacent township. Township road width listing and estimated striping costs will be included on the February 28th regular meeting agenda.
Columbia Transmission Communication Corporation's request to use a temporary trailer at 310 Fellowship Road prior to conditional use approval will be placed on the February 28th agenda.
A partial reimbursement in the amount of $580.70 was received from PECO Energy for costs associated with the relocation of the West Vincent Township/West Pikeland Township Emergency Operations Center. Manager Heist will contact Pat Morrison regarding West Pikeland's share of the unreimbursed expenses incurred during the move.
Roadmaster Miller requested that the Road Material Bid and Equipment Rental Bid (grader only) be prepared and advertised for letting.
