West Vincent Township
Planning Commission
February 17, 2000
ATTENDING: Chairman Jim Wendelgass, Vice Chairman Kate
Damsgaard, Members Wheeler Aman, Vince Kling, Clare Quinn, Jean Warwick
and Township Manager Allen Heist.
Chairman Wendelgass called the meeting to order at 7:40 p.m.
REPORTS AND ZONING:
- The conditional use hearing for SLC Senior Living, LLC was
continued until Tuesday, February 22, 2000 at 7:30 p.m. at the West
Vincent Township Building. The Planning Commission reviewed the
recommendations that they discussed at the January 13, 2000 work session
and Vince Kling made a motion to send the recommendations to the Board
of Supervisors as written, Kate Damsgaard second the motion and Aman
Wheeler stated for the record he was apposed. A member of the Planning
Commission will attend the hearing for the record.
- The Township requested to have an outline of the proposed work and
cost estimate detailing the items necessary to prepare a sketch plan for
the alignment of the Route 100 Bypass at the Griffith Property by
Castle Valley Consultants, Inc.
- Allen Heist informed the Planning Commission of the sale of the
Dawes Farm and invited everyone to the February 28, 2000 Board of
Supervisors meeting to hear the discussion on the TDR’s regarding this
property.
SUBDIVISIONS
- Columbia Gas Transmission has submitted an application for
a Conditional Use and they have submitted a Preliminary Subdivision/
Land Development. Review letters have been received from the Ludwig’s
Corner Fire Co., R. Wideman Township Zoning Officer and Upper Uwchlan
Twp. Vince Kling made a motion to approve the Conditional Use with the
exception of the berm, Wheeler Amen second the motion.
- A preliminary subdivision plan entitled James and Karen
Fasel, prepared by Medveczky Associates, Ltd. was submitted to the
Township. The subdivision is located on the north side of St. Matthews
Road and west side of Schoolhouse Road and is for three single family
residential parcels and one agricultural parcel. Review letters are in
from CC Health Department, CC Planning Commission, EAC and Township
Zoning Officer. The Planning Commission is pleased with proposed use
restrictions and maintenance requirements, which will be stipulated by
deed restrictions on the greenway area. Would like to see the lines
which defines the back of the lot be moved into what is now shown as lot
#2 to be placed behind the PECO easement, helping to preserve the
current visual part of the land seen from St. Matthews Road.
- Review letters were received for the Griffith Tract revised
plan from Castle Valley and the Township Zoning Officer. Review letters
are still outstanding.
- Hankin has submitted the sewage module plan, which has been
sent out for review.
- John Bachich and David Beideman of Beideman Associates was present
to review the sketch plans on the Layman's Home project with the
changes that had been made due to the input from the December meeting.
They reviewed the review letter from Castle Valley Consultants;
particularly the definition of a single access street and cul-de-sac
length. To address these issues, it was suggested that an emergency
access easement be added along the existing farm lane at St. Matthews
Rd.
BUSINESS FROM THE FLOOR
- Vince Kling showed the Planning Commission a sketch plan of a lot
line change that he will be submitting to the Township sometime in the
near future.
Minutes from the December 16, 1999 meeting were
approved.
The meeting adjourned at 10:05 p.m.
