MINUTES - FEBRUARY 7, 2000

ATTENDING Chairperson Craig Hannafin, Vice Chairperson
Pam Shillingford-Brown, Members Laura Hardt, Ginny Wright, and Pete
Moscufo, Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:35 a.m. Minutes from
the January 4, 2000 meeting were approved.
ADMINISTRATIVE:
- Planning Commission - Held a workshop on January 13,
2000 to review the SLC Senior Living, LLC that has submitted a
conditional use application, the applicant wishes to use the property
located at Conestoga Road and Black Horse Road for a Life Care
Community. The hearing that was held on Monday, January 24, 2000 at 7:30
has been continued until February 22, 2000. The Planning Commission did
not meet for the regular meeting due to inclement weather.
- Board of Supervisors - The Township Newsletter will go out
the week of February 14, 2000. Mrs. Perkins read part of the article on
the Open Space Referendum, which welcomes comments and opinions which
will be printed in the June 2000 newsletter.
MAIL:
- DEP sent a letter to Mr. Michaelis of the Exxon Company
regarding the contaminated groundwater supply located at Ludwig's
Village Restaurants and Shops. The DEP requested that this water supply
be properly treated in correspondence dated as far back as August 10,
1998.
- If any one would like to do an activity for Earth Day 2000,
please notify the County for they will advertise the event on their
calendar.
- East Coventry Township is sponsoring an audio conference
training session on the Transfer of Development Rights (TDR). The
conference will be held at the East Coventry Township meeting room
located at 855 Ellis Woods Road, Pottstown, on Wednesday, February 9,
2000 from 4:00 to 5:00 p.m. The cost of the program is $5.00 per
person.
- Jim Gerlach's Growing Greener Program is a dramatic
restructuring of state spending policy to address
critical environmental concerns. The act authorizes the Department of
Environmental Protection (DEP) to allocate monies in grants to: Protect
and restore watersheds, reclaim abandoned mines and wells and make
improvements to the state's water and sewer infrastructure.
- A resident on Wyndemere Lake Drive directly behind the Columbia
Gas Compression Station located on Fellowship Road, has notified the
Township of a high level of noise. This matter has been turned over to
our zoning officer, which will address the Township noise
"ordinance".
- Brandywine Conservancy Task Force meeting on the Upper
Brandywine River was cancelled due to the weather and has been
rescheduled for February 29, 2000.
REPORTS:
- CC Parks and Recreation Department reviewed the Small
Improvement and Park Facilities Grant submitted January 11, 2000 and the
Township has been told to proceed with the project.
- West Vincent Township is aware of the proposal by Weaber, Inc to
perform a tree harvest to take place on the McCabe property,
Conestoga Pike, the selective tree harvest will be trees 16' [I think this should read 16 inches] in diameter
and larger and removed from the site at a controlled point along Route
401.The EAC will be reviewing ordinances from other township regarding
tree harvesting.
- West Vincent Land Trust is working with some landowners on
specific trail segments. Mr. Heist is continuing to work on a Township
Trail Plan.
- In response to the placement of soil along Birchrun Road
which was being dumped in an area that had formally been delineated as
wetlands, PADOT has been asked to stop and have the remaining fill
removed from the wetlands. A similar situation in this wetland area took
place in 1997.
ZONING:
- Columbia Gas Transmission submitted a land development plan
for a 30-acre property at 315 Fellowship Road. The land development plan
has been sent out for review. Columbia Gas Transmission has also
submitted a Conditional Use application.
- A revised plan for the Pearl Griffith Tract was submitted
by Owen J. Roberts School District; the plan proposes the
subdivision of an existing 29.37 acre tract into two lots. The track is
located on the southwestern corner of Pottstown Pike (Rt. 100) and
Horseshoe Trail. The plan has been sent out for review.
- Laymen's Home Missionary proposes a subdivision with 33
lots for single family detached houses on a tract of 86 acres that is
located on St. Matthews's Road. Castle Valley reviewed a sketch plan to
identify items that should be addressed when the plan is formally
submitted for review.
- James and Karyn Fasel submitted a four-lot preliminary
subdivision plan for 36 acres on School House Lane, the plan has been
sent out for review. The EAC will make a recommendation to the Board
of Supervisors.
The meeting was adjourned at 11:30, the next meeting will be held
Monday, March 6, 2000
