WEST VINCENT TOWNSHIP
BOARD OF SUPERVISORS
MINUTES - JANUARY 10, 2000
The West Vincent Township Board of Supervisors held their regular
meeting on the above date at the Township Building. Chairman Kenneth
Miller called the meeting to order at 7:35 p.m.; also in attendance were
Supervisors Zoë Perkins and Karl Brachwitz, Township Manager Allen
Heist, and Township Solicitor Allan Greenwood.
Minutes:
- Unanimous approval was granted for minutes of December 6, 13, 20,
and 27 with a motion from Mr. Brachwitz and second from Mrs. Perkins.
Reports:
- Treasurer's Report - Mike Burnley reported the
following December account balances: General Fund, $32,830.47; State
Fund, $1,744.52; Kimberton Sewer Fund, $12,397.30; Road Repair Loan
Account, $5,496.92; St. Stephens Greene Water Fund, $18,940.69; St.
Stephens Greene Sewer Fund, $32,222.55; and Township Building
Construction Fund, $749,305.67. Mr. Burnley informed the Board that
$17,000 was paid on the Road Repair Loan principal in December leaving a
remaining loan balance of approximately $11,000.
- Tax Collector's Report - Received from Berkheimer
Associates: Delinquent Real Estate Tax, $3,863.97; Debt Service - Road
Repair Loan, $5,310.52; and Earned Income Tax, $19,554.41. Received
from Chester County: Real Estate Transfer Tax, $11,588.06.
- Police Report - Police Chief Karl Jones reported
that the Police Department responded to 39 calls in December. The
Department made three criminal arrests; investigated three traffic
accidents; will begin issuing a "Notice of Violation" to
residents and business owners who violate the Township Fire Prevention
Ordinance section regarding false alarms; and reported that the
Department did not experience or receive any Y2K-related problems within
the Township. The Police will be conducting speed details along Flowing
Springs Road and other roads within the Township.
- Solicitor's Report - Solicitor Greenwood reported
reviewing the Castle Valley Consultants, Inc. Engineering/Planning
Services Agreement for 2000; reviewing the Gannett Fleming, Inc.
agreement for Traffic Engineering Services; and preparing a notice to
the Daily Local News concerning the SLC Senior Living, LLC conditional
use hearing scheduled for January 24, 2000 at 7:30 p.m.
Correspondence:
- Correspondence was received from the Wetherill Homeowners
Association requesting the use of the Township Building in April
for their annual homeowners meeting; the Board approved the request.
- The West Vincent Township Board of Auditors held
their reorganization meeting on Wednesday, January 5, 2000. Mrs. Anna
May Houck was elected Chairman and Mrs. LuAnn McCoy was elected
Secretary for the 2000 calendar year. Compensation for Township
Supervisor's work, vehicles, and equipment on Township roads and
business was fixed as follows: Roadmaster's Salary, $14,000.00; Project
Superintendent's Salary, $9,000.00; when employed as laborer,
$14.50/hr.; when employed as superintendent, $15.50/hr.; use of car or
truck, 32.5 cents per mile; and use of chainsaw, $8.00/hr. The auditors
will meet on a weekly basis beginning Tuesday, January 11, 2000.
Subdivision/Land Development/Zoning:
- A motion was made by Mr. Brachwitz to acknowledge receipt of a
subdivision review extension agreement to April 1, 2000 for the
Owen J. Roberts School District (Griffith Tract); the
motion was seconded by Mrs. Perkins and carried unanimously.
- Southdown Homes has requested a waiver from the 10' side and
rear yard setback requirement for driveways of Wetherill Estates Lots 35
and 37. Correspondence was received from adjacent property
owners (Lot 36), Tim and Cathy Golden, stating that "based on
Southdown's assurance that they will grade the corner of their lot to
fix the drainage problem caused by the driveway on Lot 37, Mr. and Mrs.
Golden have no problem with the driveway being within 10 feet of the
property line". Since a representative from Southdown Homes was
not present, the waiver issue was tabled; Manager Heist will contact
Southdown to verify their agreement with the Goldens to fix the drainage
problem and to certify that the repair work will be covered under the
existing escrow and be added to the punch list for roadway dedication.
Old Business:
- The Board tabled discussion on a sample Anti-Litter
Ordinance; Police Chief Jones informed the Board of the Police
Department's authority under the PA Crimes Code to cite violators for
littering on the roadway. Township residents were advised to contact
the publisher of any unsolicited newspapers to request that delivery be
stopped; if the problem persists, residents may contact the Township
Office for assistance.
- Solicitor Greenwood reviewed his suggested additions and changes
to the proposed Engineering/Planning Services Agreement with
Castle Valley Consultants, Inc.; the proposal will be revised to
reflect Mr. Greenwood's suggested comments.
New Business:
- The 78th Annual State Convention of the
Pennsylvania State Association of Township Supervisors will be
held April 9-12, 2000 at the Hershey Lodge and Convention Center;
Manager Heist plans to attend and Mr. Brachwitz will respond by the
January 24th meeting.
Business from the Floor:
- Township resident Craig Hannafin reported observing increased
occurrences of speeding and reckless driving on Township
roads and is concerned for the safety of pedestrians, horseback riders,
and pets. Mrs. Hannafin stated she was encouraged to hear the Police
Department will be conducting speed details throughout the Township and
would like West Vincent Township to be known for its low tolerance for
this type of driving. Peter Rodgers suggested the use of radar-based
signs, which post the driving speed, to promote motorist awareness
of speed. Along the same line of discussion, Betty Titone urged
Township residents to wear reflective material and carry
flashlights when walking dogs at night.
Bills List:
- Mr. Brachwitz made a motion to pay the bills on the Bills List
dated January 10, 2000; it was seconded by Mrs. Perkins and carried
unanimously.
There being no further business, Mrs. Perkins moved the meeting be
adjourned; the motion was seconded by Mr. Brachwitz and the meeting
adjourned at 8:13 p.m. An executive session was held regarding
personnel matters.
