ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - JANUARY 4, 2000
ATTENDING Chairperson Craig Hannafin, Vice Chairperson
Pam Shillingford-Brown, Members Laura Hardt and Ginny Wright, Township
Manager Allen Heist.
The Chairperson called the meeting to order at 9:40 a.m. Minutes from
the December 6, 1999 meeting were approved.
ADMINISTRATIVE:
- Planning Commission - SLC Senior Living, LLC has submitted
a conditional use application, the applicant wishes to use the property
located at Conestoga Road and Black Horse Road for a Life Care
Community. A hearing date has been set for Monday, January 24, 2000 at
7:30. The Planning Commission has set up a site visit to see the
property on January 9, 2000 at 3:00 p.m. and will hold a work session on
Thursday, January 13, 2000 to review. Layman's Home project was
reviewed, the Planning Commission would like to see larger lots at the
front of the property along St. Matthews Rd. The sketch plan was sent
out to Castle Valley Consultants for review. Karl Brachwitz reviewed the
building plans, architectural drawings and site plans for the new
municipal complex.
- Board of Supervisors -Mr. Burch proposes to purchase the
Dawes property from the current owners, utilizing the TDR provisions of
the Zoning Ordinance; the Dawes property would be a sending property. No
receiving property has been formally identified.
MAIL:
- Columbia Transmission Communications Corporation informed
the DEP that in keeping with the construction methods applied to other
EV waters crossed by this project, construction will be by boring rather
than plowing or trenching. DEP reviewed Southdown Properties, Inc
application for a well permit (and determined that significant
deficiencies existed) and the Sewage Facilities Planning Module for the
Hankin Tract.
- Philadelphia Suburban Water Company will be sending a
proposed contract to the Board of Supervisors that will address the
concerns that they have surrounding the request of the St. Stevens Green
Homeowner's Association to lower water and wastewater rates for their
neighborhood by selling the systems to PSWC.
- Bell Atlantic is constructing a utility structure on a
property on Green Lane. Mr. Travaglini owns the property next door, and
is very upset and has asked the township if they can do anything to stop
this. The Township cannot, but the Township can ask Bell Atlantic to
acquire a building permit.
REPORTS:
- On December 1, 1999 a Notice of Violation regarding the
Matthews Meadows wastewater treatment facility was received. While the
township holds the permit, the developer, Berman Development, is
responsible for the plant until dedication to the Township.
- Mr. Heist requested an extension of the Township Park Facilities
and Small Improvement Grants to December 31, 2000. A letter was
submitted to Ms. Armstrong of the Parks and Recreation
Department. Planting will begin in the spring with the Township road
crew doing the work. The EAC would like to have someone oversee the
planting, Mr. Wideman was recommended. The EAC would like to review all
the bids received on the landscaping.
- West Vincent Land Trust is working with some landowners on
specific trail segments. Mr.Heist is continuing to work on a Township
Trail Plan.
ZONING:
- Columbia Gas Transmission Zoning Hearing Board hearing was
cancelled and no date has been set at this time. They will be applying
for a Conditional Use.
- The hearing for Paul W. Pitcher and Shirley Pitcher seeking
zoning relief in order to permit the construction of a single home on
French Creek Road was closed at the December 14, 1999 hearing. The
Zoning Hearing Board has heard all testimony, a decision is expected mid
March.
- SLC Senior Living (Ordway/Borst) - Craig Hannafin will
attend the site visit and review the plan with comments to be sent to
the Planning Commission and Board of Supervisors. Laura Hardt suggested
that an inventory be taken of the trees that are already there and
monitored in some form. Another option would be to limit clearing within
a certain distance of building sites. (e.g. 5ft.)
- Subdivision Extension Agreement was received for Mike Mattlock on
Long Lane and Dawes Farm (3/31/00). No decision has been
made in the matter of Fee-in-Lieu of Open Space.
The meeting was adjourned at 11:05, the next meeting will be held
Monday, February 7, 2000
