WEST VINCENT TOWNSHIP
PLANNING COMMISSION
DECEMBER 16, 1999
ATTENDING Chairman Jim Wendelgass, Vice Chairperson
Kate Damsgaard, Members Wheeler Aman, Vince Kling and Township Manager
Allen Heist.
Chairman Wendelgass called the meeting to order at 7:40 p.m.
Kate Damsgaard and Vince Kling terms expire 12/31/99. A
recommendation was made by Wheeler Amen that Kate be asked to return for
another term, which was seconded by Vince Kling, Wheeler Amen recommends
that Vince be asked to return for another term, seconded by Kate
Damsgaard. The Planning Commission agreed to fill the two vacancies that
are open. Clare Quinn is interested in serving on the Planning
Commission; Vince Kling and Wheeler Amen would like first to meet with
her before they make any recommendations. The Planning Commission will
vote at their January meeting on Mrs. Quinn.
The following correspondence was reviewed:
- The Landscapes 21st Century Fund is the new $75
million managed growth initiative of the Chester County Commissioners.
The new program will build on the success of the County's Open Space and
Recreation program and will help to implement the goals of Landscapes
21st Century Fund.
REPORTS AND ZONING:
- The hearings for Paul W. Pitcher and Shirley Pitcher
seeking zoning relief in order to permit the construction of a single
home on French Creek Road was closed at the December 14, 1999 hearing.
The Zoning Hearing Board has heard all testimony, a decision is expected
mid March.
- The Zoning Hearing Board hearing for Columbia Gas
Transmission has been cancelled. No other date has been set at this
time. They will be applying for a Conitional Use.
- With the prospect of Camphill Village selling their development
rights to the County, the Township may need to consider relocating the
PRD & TDR receiving zone currently on their property.
- Subdivision Extension Agreement was received for Mike Mattlock on
Long Lane and Dawes Farm (3/31/00). No decision has been
made in the matter of Fee-in-Lieu of Open Space.
- SLC Senior Living, LLC has submitted a conditional use
application, the applicant wishes to use the property located at
Conestoga Road and Black Horse Road for a Life Care Community. A hearing
date was been set for Monday, January 24, 2000 at 7:30.The Planning
Commission will set up a site visit to see the property on January 9,
2000 at 3:00 p.m. and will hold a work session on Thursday, January 13,
2000 to review.
SUBDIVISIONS:
- David Beideman of Beideman Associates and John Bachich was present
to review the sketch plan on the Layman's Home project. The
Planning commission would like to see larger lots along the front of the
property along St. Matthews Rd. The sketch plan was sent out to Castle
Valley Consultants for review.
NEW BUSINESS:
- Karl Brachwitz reviewed the building plan, architectural drawings
and site plans for the new municipal complex, bid specifications
for the project should be ready in January.
Minutes from the November 18, 1999 meeting were
approved.
