WEST VINCENT TOWNSHIP
BOARD OF SUPERVISORS
MINUTES - DECEMBER 13, 1999
The West Vincent Township Board of Supervisors held their regular
meeting on the above date at the Township Building. Chairman Kenneth
Miller called the meeting to order at 7:30 p.m.; also in attendance were
Supervisors Zoë Perkins and Karl Brachwitz, Township Manager Allen
Heist, and Township Solicitor Allan Greenwood.
Minutes:
- Unanimous approval was granted for minutes of November 1, 8, 15,
22, and 29 with a motion from Mr. Brachwitz and second from Mrs.
Perkins.
Reports:
- Treasurer's Report - Mike Burnley reported the
following November account balances: General Fund, $54,098.58; State
Fund, $1,421.21; Kimberton Sewer Fund, $12,792.90; Road Repair Loan
Account, $17,112.72; St. Stephens Greene Water Fund, $18,484.09; St.
Stephens Greene Sewer Fund, $32,202.24; and Township Building
Construction Fund, $745,940.39. Mike introduced Barbara Dunn, who is
currently in training and will be appointed Treasurer in January 2000 -
Welcome Aboard, Barbara!
- Tax Collector's Report - Received from Berkheimer
Associates: Delinquent Real Estate Tax, $4,040.65; Debt Service - Road
Repair Loan, $1,778.64; and Earned Income Tax, $40,897.02. Received
from Chester County: Real Estate Transfer Tax, $8,145.65.
- Police Report - Officer Karl Jones reported the
Police Department responded to 74 calls in November. The Department
investigated several minor accidents; trespassing complaints at Camphill
were investigated and citations were issued; Officers responded to
complaints regarding hunters trespassing or shooting within the safety
zone; and Township residents and business owners were reminded to have
their alarm systems serviced after experiencing a false alarm.
- Solicitor's Report - Solicitor Greenwood reported
working together with Manager Heist on a prospective employee agreement
for Robert Wideman.
Correspondence:
- Correspondence was received from David Frame, Ludwigs Corner
Fire Company, requesting financial support towards the purchase
of a 2000 F250 4x4 Super Cab to be used in assisting with traffic
control and transporting fire and rescue personnel. Additional
information regarding cost and delivery of the vehicle will be requested
prior to reviewing the 2000 Budget for funding.
Subdivision/Land Development/Zoning:
- A unanimous motion was made by Mr. Brachwitz, seconded by Mrs.
Perkins, to acknowledge receipt of a conditional use application
from SLC Senior Living, LLC; the applicant desires to use
the property located at Conestoga Road and Black Horse Road (Ordway
and Borst Tracts) for a Life Care Community as permitted as a
conditional use under Section 2212 of the Township Zoning Ordinance. A
hearing date was set for Monday, January 24, 2000 at 7:30 p.m.
- Zachrey Colburn, Southdown Homes, was present to request a
waiver from the 10' side and rear yard setback requirement for
driveways (Section 2103 G.) allowing the driveway on Wetherill
Estates Lots 35 and 37 to be within five feet of the property line.
Since settlement is scheduled on one of the lots next week, Mr. Colburn
was interested in resolving this issue as soon as possible. The Board
requested the following prior to taking action on Monday, December
20th: verification that adjacent lot owners (Lots 34 and 36)
have been notified of the waiver request; compliance with the four
conditions stated in Section 2103 G; and the waiver request wording
changed to allow the driveways to be not closer than five feet
instead of within five feet.
- A letter was received from Wetherill Estates resident James
Heinlein regarding two drainage basins located in the
Community Park that are retaining water and thereby creating unnecessary
health and safety risks; Mr. Colburn advised the Board that he met with
the Wetherill Estates Homeowners Association and Southdown Homes is
addressing the drainage basin issue.
Old Business:
- Mr. Brachwitz reviewed the building plan, architectural drawings,
and site plans for the new municipal complex; bid
specifications for the project should be ready in January. The proposed
drawings and floorplan will be included in the next Township
newsletter.
New Business:
- A full time Zoning/Code Enforcement Officer position
starting January 4, 2000 has been advertised resulting in two
applicants. Robert Wideman has been selected as the most qualified
candidate. Mrs. Perkins moved that the proposed employment
agreement between Robert Wideman and West Vincent Township, item
number six on the agenda, be approved by the Board of Supervisors; the
motion was seconded by Mr. Brachwitz and carried unanimously. Mrs.
Perkins moved that the Board of Supervisors hire Robert Wideman
in capacity of Zoning/Code Enforcement Officer according to the terms
and conditions of the employee agreement; the motion was seconded by Mr.
Brachwitz and carried unanimously.
- Manager Heist reported working on contracting internet
service/E-Mail address/web site for the Township; a proposal
will be reviewed December 27th.
Business from the Floor:
- Regarding the St. Stephens Greene Homeowners Association proposal
that Philadelphia Suburban Water Company be given the option to purchase
and manage the St. Stephens Greene Water and Wastewater
Systems, Claire Quinn, French and Pickering Creeks Conservation
Trust member, stated that although she sympathizes with the residents of
St. Stephens Greene the request does not warrant jeopardizing a
potentially vulnerable interior site of the Township and the Trust does
not support the PSW proposal.
Bills List:
- Mr. Brachwitz made a motion to pay the bills on the Bills List
dated December 13, 1999; it was seconded by Mrs. Perkins and carried
unanimously.
There being no further business, Mr. Brachwitz moved the meeting be
adjourned; the motion was seconded by Mr. Brachwitz and the meeting
adjourned at 8:25 p.m. An executive session was held regarding possible
litigation matters.
