ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - DECEMBER 6, 1999
ATTENDING Chairperson Craig Hannafin, Vice Chairperson
Pam Shillingford-Brown, Members Mike Burnley, Jan Beale and Ginny
Wright, Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:40 a.m. Minutes from
the November 1, 1999 meeting were approved.
ADMINISTRATIVE:
- Planning Commission - John Bachich was present to review
steps 4 and 5 on the Laymen's Home property and the difference
between Tier 3 and Tier 4. The next step will be for John to submit a
sketch plan. The Planning Commission reviewing the 2 lot subdivision on
Wyndemere Lake Drive (Cotswold Estates) was given final approval.
- Board of Supervisors -The Board of Supervisors approved the
Preliminary 2000 Budget at the November 22, 1999 meeting. We received a
letter from Frone Crawford explaining that Judge Shankin is going to
appoint a special master to take testimony pertaining to the Hankin
Tract. The Township has not received word on the Polay
litigation. St. Steven's Green Homeowners Association and Neil
Phillips, Philadelphia Suburban Water Company met to discuss the St.
Stevens Water and Wastewater Systems.
- Laura Hardt will be appointed to the Environmental Advisory
Council to fill the vacant term, which will expire December 31, 2002.
Mike Burnley will be retiring from the EAC as of December 31, 1999,
which will still leave two terms to be filled. Craig Hannafin will try
to fill the terms and asked the EAC to help do the same.
MAIL:
- S. Chester Springs Bridge is being repaired over the next
few months and some of the residents are very concerned that the bridge
will not be constructed in a similar style. The bridge on Flowing
Springs Road is being repaired and a resident there is upset that
the base will be filled with rip-rap (vs. field stone).
- PA EAC Network has asked to meet with a representative from
the EAC. The EAC would like to have someone from PA EAC network come and
speak at their January meeting, if it is a deadline issue than Craig
Hannifin will meet with them before the January meeting.
REPORTS:
- The issue whether an Open Space Referendum can be placed on
the ballot of either primary or general election of 2000 is yes-there
are no statutory restrictions on placing an open space referendum back
on the ballot after an open space referendum has been defeated. The
Board of Supervisors has not decided whether it will be on the November
ballot. Laura Hardt feels the residents need to be more educated and
with the help of the West Vincent Land Trust they will be able to do
that. Mike Burnley commented on the excellent job that was done on the
West Vincent Newsletter.
- West Vincent Land Trust has sent out a mailing of about
1000 and has gotten back some very positive feedback. This month's
meeting is Tuesday, December 7, 1999 with Barry Cassidy, as their guest
speaker on the grant programs that are available. The Land Trust has
invited anyone who would like to attend the meetings to please come,
they are the 1St Tuesday of the month at 4:00 at the Township
Building. The Land Trust will be sending out a newsletter.
- Green Valley's has asked for comments on the Vision
Program by the next meeting of the Northern Federation (Dec.14,
1999). Sustainable Watershed Management has been developed to manage the
special land and water systems that make up Green Valley's northern
Chester Country watersheds. The goal is to make sure that the essential
values that distinguish these watersheds are preserved. The feedback
that was given was that the maps should be easy to read and understand.
- Sharon Davis will be meeting with Allen Heist regarding the trail
plan. The Township is waiting to hear from Frone Crawford on a few
issues pertaining to the trails in the Township.
- Planting will not be done at the Township Park until the
spring of 2000.
ZONING:
- Paul W. and Shirley Read Pitcher's Zoning Hearing was
continued until Monday, December 6, 1999, with three other hearings to
follow if they are needed. The EAC will take the same stand on the
Pitcher property as they did at their July 6, 1999 EAC meeting.
- Columbia Gas Zoning Hearing Board Hearing is December 14,
1999 and January 19, 2000 at 7:00 p.m. at the Township building, if
necessary. A conditional use (vs. ZHB) is being pursed.
- PRD/TDR - with the prospect that Camphill Village may sell
their development rights to the County, the Township may need to
consider relocating the PRD & TDR receiving zone currently on their
property.
SUBDIVISIONS:
- Castle Valley reviewed the proposed Act 537 plan revision for the
Hankin Tract. The planning modules remain incomplete. Before the
module is approved, they recommend the applicant revise the submission
to address a number of requirements of the Conditional Use Order.
- Review letters have been received from Chester County Health
Department and Castle Valley Consultants on the Dawes Farm and
Long Lane revised October 12, 1999 preliminary subdivision, all
issues must be addressed before granting preliminary plan approval. No
decision has been made in the matter of Fee- in-Lieu of Open Space.
The meeting was adjourned at 11:15, the next meeting will be held
Tuesday, January 4, 2000.
