ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - NOVEMBER 1, 1999
ATTENDING Chairperson Craig Hannafin,
Vice Chairperson Pam Shillingford-Brown, Members Mike Burnley, Jan Beale
and Ginny Wright, Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:40
a.m. Minutes from the September 7,1999 and October 4, 1999 were
approved.
ADMINISTRATIVE:
- Planning Commission - Daniel Grubb's final plan was
recommended to the Board of Supervisors that it be given conditional
approval. Mr. Kelly from Beideman Associates was present to ask the
Planning Commission for feedback on their site visit to Layman's
Home. The next step will be for John Bachich to submit a sketch
plan.
- Board of Supervisors -The Board of Supervisors committed to
a cash pledge of $3000.00 and the West Vincent Land Trust committed to a
$2000.00 cash pledge to the Green Valleys Association who is
seeking our support in efforts to demolish the old Roberts/Arena
slaughter house which is 5 feet of French Creek at Hollow & Pughtown
Roads. East Pikeland Board of Supervisors is in the process of reviewing
their Act 537 plan. They will not be able to give the Township a
definitive reply regarding the Public Sewer Availability for at
least six months. The Hankin Tract is in the hands of a special
master who will be setting up hearings so as to move forth with the
Concerned Citizens of West Vincent Township v Board of Supervisors Civil
Procedure. Mrs. Perkins explained to the EAC that the reappointments of
many of the Township consultants are up for review at the end of the
year. She would like their input and feed back on their performance this
past year by their next meeting.
- Membership for Ginny Wright will expire 12/31/99. Ginny does not
want to be appointed again and has asked the EAC to find a replacement
for her. Mr. Heist reminded the EAC that there is a vacancy that also
needs to be filled.
REPORTS:
- Mike Hogga member of our road crew is getting prices for
landscaping the Township Park, which will be done in three
phases. The first phase being this fall.
- Geosciences Services measured the flow through the 24-inch
culvert beneath St. Andrews Lane, immediately downstream of the Polay
property. The purpose of these measurements was to estimate the flow
from the spring under drought conditions. Measurements were taken during
a period of protracted drought and may turn out to represent the lowest
flow conditions to be expected at the site.
- Pennsylvania Department of Environmental Protection has
completed their review of our municipality's proposed plan of study (Act
537) to focus on the Ludwigs Corner area. Approval of this proposed plan
of study is hereby granted.
ZONING:
- Paul W. and Shirley Read Pitcher's Zoning Hearing was
continued until Tuesday, November 23, 1999, with three other hearings to
follow if they are needed. Monday, November 26, 1999, Monday, December
6, 1999 and Tuesday, December 14, 1999 at 7:00 p.m. at the Township
building. The EAC will not take a stand on the Pitcher property at this
time.
- Columbia Gas Zoning Hearing Board Hearing is November 17,
1999 at 7:00 p.m. at the Township building.
SUBDIVISIONS:
- Mike Matlock submitted revised set of plans for the Long
Lane and Dawes Farm subdivision, which have gone out for
review.
The meeting was adjourned at 11:00, the next meeting
will be held Monday, December 6, 1999.
