WEST VINCENT TOWNSHIP
BOARD OF SUPERVISORS
MINUTES - OCTOBER 25, 1999
The West Vincent Township Board of Supervisors held their regular
meeting on the above date at the Township Building. Chairman Kenneth
Miller called the meeting to order at 7:35 p.m.; also in attendance were
Supervisors Zoë Perkins and Karl Brachwitz and Township Manager
Allen Heist.
Correspondence:
- Correspondence was received from Green Valleys
Association requesting a cash pledge of $5,000 to support their
efforts to demolish the old Roberts/Arena slaughterhouse at Hollow and
Pughtown Roads that Green Valleys purchased in August and restore the
one acre property to its natural riparian state. The West Vincent Land
Trust, Inc. has contributed $2,000 toward the project; the Board will
include a line item of $3,000 on the 2000 Budget to support this
endeavor. Manager Heist will send a letter supporting Green Valleys'
effort and advising of the Township's financial support.
Subdivisions/Land Development/Zoning:
- Proposals adding to the Agricultural Security Area
have been received from Kenneth I. Miller, Jr. to add 25.0 acres on
Davis Lane, from Gayle L. Hammond to add 14.2 acres on Beaver Hill Road,
and from Anne and Michael Strawbridge to add 20.5 acres on St. Matthews
Road. The proposed additions were duly advertised as shown by the proof
of publication; the West Vincent Township Planning Commission and
Agricultural Security Area Advisory Committee have reviewed the
proposals and have recommended the additions be approved. A motion was
made by Mrs. Perkins, seconded by Mr. Brachwitz, to adopt
Resolution No. 11-1999, amending the Agricultural Security
Area by the addition of 59.7 acres. The motion carried with Perkins and
Brachwitz voting in favor; Miller abstained.
- Manager Heist reviewed Ordinance No. 103-1999, an
ordinance adopting the 1999 BOCA Building Code; the ordinance was duly
advertised as shown by the proof of publication. A motion was made by
Mr. Brachwitz to adopt Ordinance No. 103-1999, an ordinance
governing structures and related matters by adopting the 1999 BOCA
Building Code, providing for penalties and repealing Ordinance No. 35.
The motion was seconded by Mrs. Perkins and carried unanimously.
- Ordinance No. 104-1999, an ordinance adopting the
1997 International Plumbing Code was reviewed by Manager Heist; the
ordinance was duly advertised as shown by the proof of publication. Mr.
Brachwitz made a motion to adopt Ordinance No. 104-1999, an
ordinance adopting the 1997 International Plumbing Code to establish the
minimum regulations governing the design, installation, construction and
all related plumbing system matters and providing for penalties. The
motion was seconded by Mrs. Perkins and carried unanimously.
- An agreement for subdivision review extension to January
14, 2000 for Cotswold Estates was acknowledged with a
motion from Mr. Brachwitz and second from Mrs. Perkins; the motion
carried unanimously.
- Lenore Richards asked if the subdivision is part of the original
Cotswold Estates Subdivision. The minor subdivision proposes the
creation of two residential lots - 3.9 and 3.35 acres - on Lot 22 of the
Cotswold Estates approved subdivision plan; the lot was not deed
restricted against further subdivision.
Business from the Floor:
- Wheeler Aman questioned the status of the Township's request for
additional public sewer capacity availability.
Correspondence was received from East Pikeland Township advising that
the Board of Supervisors is in the process of reviewing the Act 537 plan
in relation to future needs and will not be able to give a definitive
reply to public sewer availability for at least six months. Since his
property is part of the Residential Mix zoning district, PRD overlay,
and TDR receiving zone overlay, Mr. Aman would like an allocation of
additional sewer capacity designated to his property. It was suggested
Mr. Aman submit his request in writing and consider attending planning
commission meetings in East Pikeland Township during the Act 537 plan
update.
Bills List:
- Mr. Brachwitz made a motion to pay the bills on the Bills List
dated October 25, 1999; it was seconded by Mrs. Perkins and carried
unanimously.
There being no further business, Mr. Brachwitz moved the meeting be
adjourned; the motion was seconded by Mrs. Perkins and the meeting
adjourned at 7:57 p.m.
