WEST VINCENT TOWNSHIP
PLANNING COMMISSION
OCTOBER 21, 1999
ATTENDING Chairman Jim Wendelgass, Vice Chairperson
Kate Damsgaard, Members Wheeler Aman, Vince Kling and Jean Warrick and
Township Manager Allen Heist.
Chairman Wendelgass called the meeting to order at 7:35 p.m.
The following correspondence was reviewed:
- West Pikeland Township will hold a public hearing on
November 15th at 8 P.M. to consider the adoption of the
update to their Comprehensive Plan. Comments must be received within
this 45-day period for consideration.
- East Pikeland Board of Supervisors is in the process of reviewing
their Act 537 plan. They will not be able to give the Township a
definitive reply regarding the Public Sewer Availability
for at least six months.
- Chester County Consortium Training Program is
scheduled for November 4, 11, and 18, 1999 in the East Caln Township
Building. This is a three session workshop designed for all municipal
officials involved in subdivision review to strengthen the role of
subdivision and land development review and to provide new skills and
techniques useful for reviewing plan applications.
- The Green Valleys Association is seeking the
townships support in their efforts to demolish the old
Roberts/Arena slaughter house. The slaughter house is
within 5 feet of French Creek at Hollow & Pughtown Roads. It is
Green Valley's intent to demolish the building and restore the 1-acre
property to its natural riparian site.
- Pennsylvania Department of Environmental Protection
has completed their review of our municipality's proposed plan of study
(Act 537) to focus on the Ludwigs Corner s area. Approval of this
proposed plan of study is hereby granted.
REPORTS AND ZONING:
- A continuation hearing for Paul W. Pitcher and Shirley
Pitcher seeking zoning relief in order to permit the
construction of a single home on French Creek Road has been set for
Tuesday, October 26 and Wednesday, October 27, 1999 at 7:00 p.m. at the
Township building.
- Columbia Transmission Communications Corporation requests a
Special Exception to Section 2601.C, pertaining to expansion of
non-conforming uses, in order to place a telecommunications building on
property currently owned by Columbia Gas Transmission Corporation. A
Zoning Hearing Board hearing for Columbia Gas Transmission
has been set for Wednesday, November 17, 1999 at 7:00 p.m. at
the Township building.
SUBDIVISIONS:
- Castle Valley's review letter for Daniel Grubb's
final plan recommended approval of the plan conditioned upon
receipt of the geologic test for the stormwater system and the parking
lot to the west of the proposed retail building be paved, but the area
in question is a gravel area for future parking. The Planning Commission
recommends to the Board of Supervisors that Daniel Grubb be given
conditional approval. A motion was made by Vince Kling and second by
Wheeler Aman.
- Cotswold Estate located along the northeast side of
Wyndemere Lake Dr. on 7 acres of land. The Planning Commission is
waiting for the review letter from Chester County Health Department. No
permits will be issued until the Act 537 Review Process is completed.
- Mr. Kelly from Beideman Associates was present to ask the Planning
Commission for feedback of their site visit to Layman's
Home on Wednesday, September 29, 1999.Vince Kling and Jean
Warwick were unable to attend and will set up another sit visit before
they make their comments. The neighbors from the surrounding streets
reinforced their feeling on the spray irrigation fields and the density.
The next step will be for John Bachich to submit a sketch plan.
- Mike Matlock submitted a revised set of plans for the Long
Lane and Dawes Farm subdivision, which have gone
out for review.
BUSINESS FROM THE FLOOR:
- Mrs. Perkins explained to the Planning Commission that the
reappointments of many of the Township consultants are up for review at
the end of this year. She would like their input and feed back on their
performance this past year by the November meeting. Mrs. Perkins asked
the Planning Commission about the term limitations that were set at the
December 19, 1996 meeting. Vince Kling's and Kate Damsgaard's terms are
up December 31, 1999. Jean Warrick made a motion to not limit membership
to the two consecutive terms and second by Wheeler Aman. Mrs. Perkins
thanked the members and asked them to consider bringing the membership
of the Planning Commissions back up to seven.
Minutes from the September 23, 1999 meeting were
approved.
The meeting adjourned at 10:00 p.m.
