BOARD OF SUPERVISORS
MINUTES - OCTOBER 18, 1999

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:15 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Karl Brachwitz and Township Manager Allen Heist.

Tom Baynard, PIRMA consultant, was present to discuss the relationship between the Police Department and Township and administering municipal police services. Using the information and formulas provided, police manpower needs will be calculated to determine the level of required patrol officer positions in West Vincent Township.

Jody Spangler, Ludwigs Corner Fire Co. Fire Police Captain, requested a determination on using fire police from other fire companies during events held at the Ludwigs Corner Horseshow Grounds to supplement traffic control personnel. Manager Heist has discussed the issue with the Township insurance carrier; a letter will be sent to Ms. Spangler requesting written permission from the host township and documentation of workers compensation insurance coverage prior to scheduling "outside" fire police.

The Board approved Ludwigs Corner Fire Company's request to attend a Halloween Parade in Elverson on October 20, 1999.

Bid proposals were received on October 11, 1999 for 1999-2000 Snow and Ice Removal and reviewed by the Board and Road Foreman. A motion was made by Mr. Brachwitz, seconded by Mr. Miller, to award the snow and ice removal bid to D & L Fleck Inc. based on the submitted equipment list and hourly rate. Tom Olszanowski and David J. Monteith will be contracted for emergency/back-up use only at the hourly rates bid. The motion carried unanimously; road lists will be prepared for D & L Fleck and the Township road crew.

A unanimous motion was made by Mr. Brachwitz, seconded by Mr. Miller, to adopt Resolution 10-1999, authorizing Allen Heist to execute all required forms and documents for the purpose of obtaining financial assistance under the Disaster Relief and Emergency Assistance Act for roadway damages resulting from Hurricane Floyd.

Code Enforcement Officer Robert Wideman is researching zoning and building permit status for Bell Atlantic's transformer project on Green Lane.

The Board reviewed the three-phase Township Park Landscape Plan; phase one, consisting of 88 trees around the perimeter of the park, to be completed Fall 1999; phase two, consisting of 90 trees along the walking path, to be completed Spring 2000; and phase three, consisting of 70 trees along the ball fields and parking lots, to be completed Fall 2000. The Owen J. Roberts Agricultural Department indicated their interest in planting and maintenance of the butterfly garden and landscaped bank area.

The Board reviewed the 2000 Budget Expenditures. Building Inspector Byron Law was authorized to increase his hours to two full days - Tuesday and Thursday.
