ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - OCTOBER 4,1999
ATTENDING Chairperson Craig Hannafin, Vice Chairperson
Pam Shillingford-Brown, Members Mike Burnley, Jan Beale and Ginny
Wright, Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:35 a.m. Minutes from
the September 7,1999 meeting were deferred to next month.
ADMINISTRATIVE:
- Planning Commission - Gregory Stevens of Senior Life Choice
Retirement Living Service and Martin Kimmel of Kimmel Bogrette
Architecture were present to review the retirement community sketch plan
on the 24.8-acre Ordway property and 13.5 acre Borst
property. The Planning Commission reviewed all the letters for
Daniel Grubb property. A site visit was planned for
September 29, 1999 at the Laymen's Home, which included
the Planning Commission, Board of Supervisors, a member of the EAC,
Township Manager and one representative from surrounding streets, Pine
Dr., Miller Rd. and St. Matthews Rd.
- Board of Supervisors -Zoe Perkins is putting together a
newsletter, which is to be sent out before November 2, talking about the
referendum question that is to be on the Ballot. The newsletter will be
sent out 1st class mail so that the Township can update their
records. Nothing is happening with Toll Brothers at this time. Reminder
to the EAC that it is budget time and to submit their request.
REPORTS:
- Springlea-Seepage bed-During a site visit on September 2,
1999 it was observed that several sinkholes have continued to develop in
the seepage bed area. Several of these holes are 4 feet deep. While the
openings in the surface are small it appears that larger areas are
developing underground. Castle Valley has recommended to the Township
that they should not issue any building permits for Lot No#1 until this
matter is rectified.
- Pennsylvania Department of Environmental Protection-Summary
of Violations/ Recommendation/Comments on St. Matthews spray irrigation,
the pond looks good and the second pond is low, the weeds around the
pond needs to be removed and the spray fields also have very tall grass
that need to be cut. This needs to be evaluated and corrected.
- Green Valleys Association reviewed the restoration plan for
Lot #3 of the Buttonwood Subdivision. They have contacted the
Schuylkill Riverkeepers and Mark Gutshall from Landstudies for their
comments. It is very important that a well conceived and executed plan
be used with this restoration project due to the fact that the Birch Run
is designated an "Exceptional Value" stream by the
Commonwealth of Pennsylvania. Green Valleys urges Mr. Coroniti to
consult with an expert in this field so that further damage does not
occur on this site.
TRAILS:
- The EAC discussed the recent trail closure on Davis
Lane. A letter will not be sent to the landowner. The trail is
on their property and their is very little that can be done at this
time.
- Springlea Trails -The Land Trust is waiting for a
review letter from Frone Crawford on this matter. Kimberbrae Trail issue
is being discussed with East Pikeland Township, they would like to meet
as soon as they have time to review the plan.
- Daniel Grubb has submitted a Conditional Use application to
use his property for a travel agency, second floor apartment, and
retail/wholesale beer distributorship. The Board of Supervisors granted
approval.
ZONING:
- Paul W. and Shirley Read Pitcher's Zoning Hearing was
continued until October 26 & 27, 1999 at 7:00 p.m.
Subdivisions:
- Senior Life Choice Retirement Living Service sketch
plan was reviewed. The property is zoned R-2 with a mobile home park
overlay on the Ordway property. The plan consists of 72 single-family
cottages, a three story condominium consisting of 60 apartments, and
three-story medical facility with 70 units, 52 % of this property is
proposed open space. An on site community spray or drip irrigation
sewage and public water is being considered.
New Business:
- Jan Beale brought to the attention of the Township Manager the
traffic problem on St. Matthews road. Mrs. Killinger has offered her
driveway to the police to set-up speed traps, she is very concerned that
someone will be hit. The information will be passed on to the police.
The meeting was adjourned at 10:45. The next meeting will be held
Monday, November 1, 1999.
