The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:15 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoë Perkins and Township Manager Allen Heist.
A motion was made by Mrs. Perkins to grant conditional use approval to Daniel L. Grubb in accordance with the Decision dated October 4, 1999 and subject to the Applicant's compliance with the attached conditions and the receipt of a signed decision within ten days. The motion was seconded by Mr. Miller and carried unanimously.
Mr. Miller moved that preliminary subdivision approval be given to the Subdivision Application of Daniel Grubb, et al. for his property (tax parcel number 25-6-37) located at Pottstown Pike and Cedar Lane under and subject to the condition that the subdivision comply with the requirements contained in the review letters of the Chester County Planning Commission, the Chester County Conservation District, the Chester County Health Department, Castle Valley Consultants, Fronefield Crawford, Jr., Esquire, Ludwigs Corner Fire Company, and Traffic Planning and Design, Inc. In the event that this condition is not accepted by the developer, this Motion shall be null and void and the Application for Subdivision Approval shall be reconsidered by the Board of Supervisors Monday, October 11, 1999 at 7:30 p.m. in the West Vincent Township Building. The motion was seconded by Mrs. Perkins and carried unanimously.
An agreement for subdivision review extension to November 30, 1999 for the Griffith Tract (Owen J. Roberts School District) was acknowledged with a motion from Mr. Miller and second from Mrs. Perkins; the motion carried unanimously.
Ludwigs Corner Fire Chief Allen Cleaver was present to discuss the Northern Chester County Fire Chiefs' Associations community fire safety project and request financial support for this project. The Phoenixville Community Health Foundation has donated a Fire Safety House trailer to be taken around the area to promote fire safety in the home and in the work place. The Fire Safety House will be used throughout the year to promote public awareness for fire prevention at schools, malls, fairs, nursing homes, and other special functions in the northern Chester County community. The Foundation has agreed to grant the Northern Chiefs' Association $10,000 toward the cost of a towing vehicle; a new truck with crew cab will cost approximately $25,000 - $27,000. The three fire companies that service West Vincent Township participate in the Northern Chester County Fire Chiefs' Associations. A motion was made by Mr. Miller, seconded by Mrs. Perkins, to contribute $1,700 (10% of the projected cost) toward the purchase of the towing vehicle for the Fire Safety House trailer; the motion carried unanimously.
The Board reviewed the General Fund Revenue 2000 Budget; discussions included a salary policy similar to the civil service arrangement and police protection.
