PLANNING COMMISSION
September 23, 1999
ATTENDING Chairman Jim Wendelgass, Members Wheeler
Aman, and Jean Warrick and Township Manager Allen Heist.
Chairman Wendelgass called the meeting to order at 7:35 p.m.
The following correspondence was reviewed:
- The Department of Environmental Protection has
conducted a study of Environmental Guideline and Maintenance of Golf
Courses in an effort to minimize the impacts of these golf courses on
the state's natural resources. A few of the guidelines that are outlined
include: 1) requirements for conducting an environmental assessment
prior to site design, 2) strategies for controlling the quality of
stormwater runoff, 3) specific design standards for the protection of
ground water quality. These guidelines have been applied successfully to
a number of private golf courses and are currently being used to assist
in site selection for future public golf courses.
- The Board of Commissioners has announced a new $75
million initiative. The intent of this initiative is two-fold: to
continue the county's successful Open Space and Recreation Program which
makes grants to municipalities for the acquisition and development of
parks, trails and greenway; and to offer new programs aimed at
implementing the county's comprehensive plan, Landscapes.
- A letter has been received from Commonwealth of Pennsylvania
Department of Transportation advising us that Mr. Timothy S.
Stevenson has been assigned as the Project Manager for the Ludwigs
Corner Route 100 project.
Reports and Zoning:
- A continuation hearing for Paul W. Pitcher and Shirley
Pitcher seeking zoning relief in order to permit the
construction of a single family home on French Creek Road has been set
for Wednesday, September 29, 1999 at 7:00 p.m. at the Township
building.
- Daniel Grubb has submitted a Conditional Use
application to use his property for a travel agency, second floor
apartment, and retail/wholesale beer distributorship. A public hearing
will be held Monday, September 27, 1999 at 7.30 p.m.
- A Conditional Use Application for Michael A.
Himsworth was submitted to construct a pond for stormwater
management, 2378 S. Chester Springs Road. A public hearing was held on
September 13, 1999 and the Board of Supervisors granted approval.
- Two proposals for additions to the Agricultural Security
Area of West Vincent Township has been submitted by Gayle L.
Hammond for 14.2 acres on Beaver Hill Road and Kenneth Miller Jr. for 25
acres on Davis Lane. The Planning Commission unanimously recommends to
the Board of Supervisors that Hammond and Miller proposals be passed. A
motion was made by Jean Warrick and second by Wheeler Amen.
SUBDIVISIONS:
- Review letters from the Chester County Health Department, and
Tatman & Lee Associates for the Hankin Project were
acknowledged.
- The Planning Commission is waiting for a review letter from Castle
Valley on the Griffith property before their review will be
complete.
- Gregory Stevens of Senior Life Choice Retirement Living Service
and Martin Kimmel of Kimmel Bogrette Architecture were present to review
the retirement community sketch plan on the 24.8-acre Ordway
property and the 13.5 acre Borst property. The
properties are zoned R-2 with a mobile home park overlay on the Ordway
property. The plan consists of 72 single-family cottages, a three-story
condominium consisting of 60 apartments, and three-story medical
facility with 70 units, 52% of this property is proposed open space. An
on site community spray or drip irrigation sewage and public water are
being considered.
- Land Development for the 2.024 acre Daniel Grubb
property in the PC/LI Zoning District on the northwest corner of
Pottstown Pike and Cedar Lane was given preliminary approval. The
Planning Commission recommends to the Board of Supervisors that Mr.
Grubb be given preliminary approval with the stipulation that he
complies with the following review letters: The Chester County Planning
Commission, Chester County Conservation District, Chester County Health
Department, Castle Valley Consultants, Frone Crawford, Ludwigs Corner
Fire Co. and Traffic Planning and Design, Inc. A motion was made by
Wheeler Amen and second by Jean Warrick.
- Laymen's Home was represent by David Beideman. The
Planning Commission and the audience were able to ask questions
regarding the property on St. Matthews Rd. A site visit was set up for
Wednesday September 29, 1999 at 4:oclock, which will include the
Planning Commission, The Board of Supervisors, a member of the EAC,
Township Manager and one representative from each of the surrounding
streets, Pine Dr., Miller Rd. and St, Matthews Rd.
Minutes from the August 19,1999 meeting were approved
with the following revision, a motion was made in July by Vince Kling
for Ordinance Amendment.
