ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - SEPTEMBER 7,1999
ATTENDING Chairperson Craig Hannafin, Vice Chairperson
Pam Shillingford-Brown, Members Mike Burnley, Jan Beale and Ginny
Wright, Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:35 a.m. Minutes from
the July 5,1999 meeting were approved.
ADMINISTRATIVE:
- Board of Supervisors - The Hankin hearing was held August
26, 1999 at Ludwigs Fire Co. The Zoning Hearing Board recused themselves
at that time and the case will be heard in Chester County Court. The
Township will be sending out a newsletter to all the Township residences
on the Open Space Land Acquisition referendum, with a reminder card
going out a week before the election. The Board of Supervisors are
closing in on final plans for the new Township building, they are unsure
of what the plans will be for the present Township building at this
time.
MAIL:
- The Chester County Water Resources Authority is developing
a Water Resources Management Plan using an "integrated resources
management" approach and will address issues of water quality and
quantity related to ground water and surface water. In the upcoming
weeks the WRMP will be asking for input in identifying water-related
needs.
- St. Stevens Green monthly report for Water and Wastewater
Treatment for the month of July 1999. The water plant pumped a total of
583,000 gallons or an average of 18,926 gallons per day. The wastewater
plant processed a total of 149,000 gallons of raw sewage or an average
of 5,000 gallons per day. Both systems producing satisfactorily and in
compliance.
- CC Planning Commission has been asked from PennDOT for
input in the development of their Twelve Year Program for Highway and
Bridges and in return the Chester County Planning Commission is
asking the municipalities for recommendations on individual
projects.
- The Village Café of Birchrunville new owner Ms.
Loewen was sent a letter from the CC Health Dept. explaining the
responsibility of maintaining the holding tanks.
- Pennsylvania Department of Environmental Protection has
reviewed the February 10, 1999 letter for the Exxon Station 2-3865 (Rt.
100 and 401) and the department concurs with the conclusion that the
contamination at the Exxon Site is not the source for contamination at
the Loftus residence. It appears that it is from the property known as
Cullen Country Cupboard 2 (originally Mobil). The department intends to
conduct future sampling of this well to insure that the water supply
remains potable.
- "Minimizing the Impact of Golf Courses on Streams"
study contained in Watershed Protection Techniques, Summer 1984.
Monitoring needs to be done to fully assess the groundwater at golf
courses.
REPORTS:
- Review letter from Castle Valley regarding Michael
Matlock's offer to pay a fee-in-lieu of providing open space. Mr.
Matlock offered a donation of $1,000.00 per lot for a total of $5,000.
Castle Valley, assuming a per acre cost of $20,000 multiplied by .57
acres (25,000 sq ft. of open space required for the Long Lane
subdivision) results in a fee of $11,400. We are waiting to hear from
Mr. Matlock.
- A letter from a township resident on Miller Rd. expressing her
extreme concerns over the proposed development of the Laymen's Home
Missionary. Laymen's Home has not submitted anything to the Township
at this time.
- Allen Heist asked Craig Hannifin and Ginny Wright to review the
Township Park landscaping plan by September 13, 1999.
- A site visit by Castle Valley was made to Wetherill Estates
to review the operations of the water systems. It was noted in the
operator's log that the storage tank had gone down to as low as 13 feet
on several occasions, once the well has been tripped out the operator
must go and restart the pump. A timer will be added to restart the well
automatically and a second well connected to the system upon receipt of
the DEP permit.
- Castle Valley sent a punch list for Matthews Meadows
Wastewater based on both approved wastewater drawings and Developers
agreements regarding the Lagoons, Spray Fields and the Pump Station.
- Kimberbrae Trail issue was addressed at the August 17, 1999
Land Trust meeting .It was the unanimous decision of the board to pursue
a formally recognized Kimberbrae trail with the homeowners.
- The Board of Supervisors has picked Craig Hannifin from the EAC to
be on the review board for the Open Space Land Acquisition &
Preservation- Ballot referendum.
ZONING:
- Paul W. and Shirley Read Pitcher's Zoning Hearing was
continued till Wednesday, September 15, 1999 at 7:00 p.m.
- A letter was received from Sam Coroniti withdrawing his
variance request on the Tax Parcel # 25-4-63.10, also known as Lot #3
Buttonwood Farms, Hollow Road.
- Michael A. Himsworth's Conditional Use hearing to construct
a pond for stormwater management, 2378 S. Chester Springs Road, is
schedule for September 13, 1999, 1999 at 7:30 pm.
- Daniel Grubb has submitted a Conditional Use application to
use his property for a travel agency, second floor apartment, and
retail/wholesale beer distributorship. A public hearing will be held
Monday, September 27, 1999 at 7.30 p.m.
Subdivisions:
- The Township is waiting to hear from Mr. Matlock's engineer on
which Tier and design he will be using on the Dawes Farm plan.
- The Township is still waiting for review letters on Daniel
Grubb Sketch Plan; Mr. Grubb has asked to be on the Planning
Commission agenda Thursday, September 16, 1999.
New Business:
- The EAC will be addressing the Trail behind Pam's house, since the
owners of the property have blocked the trail off with fencing that
could be very dangerous to a rider and their horse. Craig and Pam will
write a letter to the homeowner to see if they can work out this
matter.
The meeting was adjourned at 11:45. The next meeting will be held
