WEST VINCENT TOWNSHIP
BOARD OF SUPERVISORS
MINUTES - SEPTEMBER 7, 1999

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:15 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Zoë Perkins and Karl Brachwitz and Township Manager Allen Heist.

Mr. Brachwitz and Manager Heist met with Cathers & Associates, Inc. to review revised building plans for the Municipal Complex; construction performance specifications will be completed and the project ready for bid this fall. Castle Valley Consultants is working on a grading plan for the public works portion of the project.

A letter was received from Chester Springs Studio requesting a commitment in the amount of $1,000 to support a scholarship program in the year 2000; a grant proposal to the Pennsylvania Council on the Arts will be prepared for equal matching funds. The Board is considering this request, however, prior to commitment the Board will request information on how West Vincent Township residents are being served by the Chester Springs Studio.

Manager Heist, the Township Engineer, and Roadmaster Miller met with Woodridge Construction regarding the final wearing course on Forest Glen Drive (Woods at Callow Hill Development). It was noted that the inlet, which removes drainage from Malehorn Road, is continually clogged; paving that area of Malehorn Road may alleviate the problem. The developer has been asked to consider paving Malehorn Road; Mr. Miller suggested that the $12,000 voluntary impact fees paid to the Township be applied towards the paving project.

The Board reviewed a recently submitted Township Park Landscape Plan; it was suggested that details be added for the Butterfly Garden area, a fence and/or hedge be added to the east end of the soccer field, and plantings be removed from the pipeline easement area. The plan will be forwarded to the EAC for review.

Manager Heist informed the Board that the Township Park athletic fields were fertilized and treated for weeds last week. Greenway Services plans to complete the final mowing and some additional seeding, if weather permits, in the near future.

The Board approved Ludwigs Corner Fire Company's request to attend training on September 27, 1999 at Norco Fire Company and participate in Fire Prevention activities at the Coventry Mall on October 7, 1999.

A newsletter will be sent to Township residents regarding the November ballot referendum, which asks residents if they support replacing the millage currently dedicated to repayment of the road repair loan to fund open space land preservation.
