PLANNING COMMISSION
August 19, 1999
ATTENDING Chairman Jim Wendelgass, Vice Chairman Kate
Damsgaard, Members Wheeler Aman, and Vince Kling.
Chairman Wendelgass called the meeting to order at 7:40 p.m.
The following correspondence was reviewed:
- Laura Hardt, a resident of Pine Dr. thanked John
Bachich for the impromptu meeting that was held Wednesday, July 28, 1999
at the township building. The informal question and answer session was
very helpful. The Laymen's Home Missionary Property is
under agreement of sale to John Bachich, it is the hope of the local
residents that as a developer and a land owner he will look at the
natural resources offered.
- West Vincent Board of Supervisors contacted Anthony
Haday of Pennsylvania Department of Transportation in response to the
PennDOT Highway Occupancy Permit for Grubb, Pottstown Pike and Cedar
Lane. PennDOT should examine the location of the existing driveway in
terms of limited site distances and high speeds along this area of
Rt100.
- Cahill Associates correspondence discussed the
proposed revisions to Sustainable Watershed Model Criteria. GVA/Cahill
will prepare new documentation describing the current approach,
methodology, and references, modifications on which the application is
based on. This document will be for the use of the municipalities, their
solicitors, and the water agencies.
- Pennsylvania Department of Environmental Protection
has reviewed the February 10, 1999 letter for Storage Tank Program,
Exxon Station 2-3865 (Rt. 100 and 401) and the department concurs with
the conclusion that the contamination at the Exxon Site is not the
source for contamination at the Loftus residence. It appears that it is
from the property known as Cullen Country Cupboard 2. The department
intends to conduct future sampling of this well to insure that the water
supply remains potable.
- Chester County Planning Commission has been asked
from PennDOT for input in the development of their Twelve Year
Program for Highways and Bridges and in return the Chester
County Planning Commission is asking the municipalities for
recommendations on individual projects. The West Vincent Planning
Commission would like the Board of Superiors to write a letter before
the September 1st deadline asking PennDot to include the
By-Pass into the Twelve Year Program. They would like to set-up a
meeting with someone from PennDOT to discuss their commitment on the new
by-pass.
Reports and Zoning:
- A continuation hearing for Paul W. Pitcher and Shirley
Pitcher seeking zoning relief in order to permit the
construction of a single family home on French Creek Road has been set
for Tuesday, August 24, 1999, at 7:00 p.m. at the Township building.
- The Zoning Hearing Board will be hearing the application of
Concerned Citizens of West Vincent Township appealing the
Hankin decision, at the Ludwigs Corner Fire Company on August 26, 1999
at 7:00 p.m.
- Ordinance Amendment will be on the September 13,
1999 Board of Supervisors agenda. A motion was made at the July meeting
by Vince Kling and second by Jean Warrick to forward the Ordinance
amendments to the Board of Supervisors.
- The Board of Supervisors has picked Jim Wendelgass from the
Planning Commission to be on the review board for Open Space Land
Acquisition & Preservation - Ballot referendum.
- Daniel Grubb has submitted a Conditional Use
application to use his property for a travel agency, second floor
apartment, and retail/wholesale beer distributorship. A public hearing
will be held Monday, September 27, 1999 at 7.30 p.m.
- A Conditional Use Application for Michael A.
Himsworth was submitted to construct a pond for stormwater
management, 2378 S. Chester Springs Road. A public hearing will be held
on September 13, 1999 at 7.30 p.m.
SUBDIVISIONS:
- Acknowledgement of the Subdivision Extension Agreement (12/31/99)
for Michael Matlock, Long Lane subdivision. Kate Damsgaard
suggested the money from the fee in lieu of open space go into the Open
Space account not into the general fund.
- Cotswold Estate was represented by Dan Nepo who
explained that there was a problem on the part of Chester County Health
Department and the State with The Planning Module, that seems to be
resolved and that the Township should have the letter of review from
them no later then the week of August 23, 1999. Larry Shontz would like
to be on next month's agenda for final approval of the Cotswold Estates,
everything seems to be in and completed.
- The Hankin Historic and Culture Resource Notice and Act 537
Planning Module was received on July 7, 1999 and sent out for
review.
- A review letter was received from Castle Valley on the sketch
layout of Proposed Truck Sales and Services which was submitted by
Ed Ward, Rt.100, The sketch does not address how the
Rt.100 by-pass, water, sewer and stormwater management will be
addressed.
- Lisa D'Andrea reviewed the Site Analysis Plan of the Fasel
Property, a 36.42 acre farm located at 1245 School House Lane.
Minutes from the July 15,1999 meeting were
approved.
The meeting adjourned at 8:50 p.m.
