WEST VINCENT TOWNSHIP
BOARD OF SUPERVISORS
MINUTES - AUGUST 9, 1999
The West Vincent Township Board of Supervisors held their regular
meeting on the above date at the Township Building. Chairman Kenneth
Miller called the meeting to order at 7:38 p.m.; also in attendance were
Supervisors Zoë Perkins and Karl Brachwitz, Township Manager Allen
Heist and Township Solicitor Allan Greenwood.
Minutes:
- Unanimous approval was granted for minutes of July 6, 12, 19, and
26 with a motion from Mr. Brachwitz and second from Mrs. Perkins.
Reports:
- Treasurer's Report - Treasurer Mike Burnley reported
the following account balances: General Fund, $233,750.78; State Fund,
$93,814.54; Kimberton Sewer Fund, $21,944.16; Road Repair Loan,
$9,491.83; St. Stephens Greene Water Fund, $12,715.12; St. Stephens
Greene Sewer Fund, $29,766.18; and Township Building Construction Fund,
$703,978.75.
- Tax Collector's Report - Received from Berkheimer
Associates: Current Real Estate Tax, $8,569.70; Delinquent Real Estate
Tax, $1,500.00; Debt Service - Road Repair Loan, $13,371.96, and Earned
Income Tax, $23,575.83. Received from Chester County: Real Estate
Transfer Tax, $18,973.02.
- Building Inspector's Report - In July, 11 building
permits and 11 U&O's were issued and 29 inspections conducted; fees
totaled $2,748.80.
- Police Report - The Police Department responded to
103 calls in July. One criminal arrest was made for theft of PA Lottery
Tickets. Several burglaries along Horseshoe Trail and South Chester
Springs Road are being investigated; anyone with information should
contact the Department. The Police are also investigating thefts from
several vehicles along Malehorn Road. Residents are reminded to remove
all valuables or garage door openers from their vehicle and to secure
vehicles at all times. Traffic details throughout the Township will
continue. Motorists are reminded to observe the new 40 m.p.h speed
limit posting on Birchrun Road.
- Fire Companies - Ridge Fire Company responded to 3
calls and Ludwigs Corner Fire Company responded to 9 calls in West
Vincent Township during July.
- Solicitor's Report - Mr. Greenwood is preparing to
advertise the Himsworth Conditional Use Hearing scheduled for September
13, 1999 at 7:30 p.m. and an ordinance restricting speed in excess of
twenty-five miles per hour on French Creek Road between Pughtown Road
and the East Vincent Township line for the August 23rd Board
of Supervisors meeting.
Correspondence:
- A letter was received from the Chester Springs
Library thanking the Township for its contribution of $2,500
which will be used to acquire educational resources and to provide area
residents with innovative programming. Circulation is up 26% over 1998
and the Library has expanded its offerings of Books on Tape.
Subdivisions/Land Development/Zoning:
- The Board unanimously acknowledged receipt of a subdivision
extension agreement to December 31, 1999 for Michael Matlock
(Long Lane) upon a motion from Mrs. Perkins and second from Mr.
Brachwitz.
- An agreement for subdivision review extension to October
30, 1999 for Shontz/Seibert (Cotswold Estates) was
acknowledged with a motion from Mrs. Perkins and second from Mr.
Brachwitz; the motion carried unanimously.
- The Board acknowledged receipt of a land development plan
for the 2.024 acre Daniel Grubb property in the PC/LI
Zoning District on the northwest corner of Pottstown Pike and Cedar Lane
with a unanimous motion from Mrs. Perkins and second from Mr. Brachwitz.
The plan will be distributed for review.
- The Board also acknowledged receipt of a conditional use
application from Daniel Grubb to use his property for
a Travel Agency, second floor apartment, and retail/wholesale beer
distributorship with drive through service. A public hearing will be
held Monday, September 27, 1999 at 7:30 p.m.
Old Business:
- Correspondence was received from PennDOT granting approval for the
Township to install "School Bus Stop Ahead"
signs on Route 100 near the Black Horse Restaurant.
- A motion was made by Mr. Brachwitz to renew the 1999
Maintenance and Service Agreement for computer hardware with
NxTech; the motion was seconded by Mrs. Perkins and carried
unanimously.
New Business:
- Allan A. Myers, Inc. will begin paving Hollow Road
from Flowing Springs Road to Bethel Church Road (East Vincent Township)
on Friday, August 13th or Monday, August 16th; the
road will be closed during construction.
Business from the Floor:
- Mike Burnley questioned the status of the new Municipal
Complex; revised final floor plans are expected this week and
reduced copies will be available.
- Mr. Miller reported S. Chester Springs Road would be
paved on Wednesday, August 11th from Route 401 south to 2563
S. Chester Springs Road.
- Wheeler Aman stated that the criteria for opening the
Kimberbrae Trail has been met and inquired as to the
status of opening the trail; Miller and Brachwitz indicated their
opposition to opening the trail at this time. The West Vincent Land
Trust will address the Kimberbrae Trail issue at their meeting to be
held Tuesday, August 17th at 4:15 p.m.
Bills List:
- Mrs. Perkins made a motion to pay the bills on the Bills List
dated August 9, 1999; it was seconded by Mr. Brachwitz and carried
unanimously.
There being no further business, Mr. Brachwitz moved the meeting be
adjourned; the motion was seconded by Mrs. Perkins and the meeting
adjourned at 7:58 p.m.
