WEST VINCENT TOWNSHIP
PLANNING COMMISSION
July 15, 1999
ATTENDING Chairman Jim Wendelgass, Members Wheeler
Aman, Vince Kling, and Jean Warrick, and Township Manager Allen
Heist.
Chairman Wendelgass called the meeting to order at 7:35 p.m.
The following correspondence was reviewed:
- West Vincent Land Trust, Inc. contacted Pastor
Hedmen regarding the proposed protection of the existing trails on the
Layman's Home property. The land is under agreement of
sale to Mr. John Bachich, it is the hope of the Land Trust that
non-motorized use may be negotiated. Mr. Cantrell attended the June 1,
1999 Land Trust meeting to discuss funding to prepare a conservation
plan for Maysie's Farm located on St. Andrews Lane.
- Chester County Planning Commission received the
Eagle Hunt subdivision Conditional Use application from Upper Uwchlan
Township, a portion of West Vincent Township abuts the site, the site is
zoned R-3 Residential. The CCPC states application should be considered
for approval after the issues have been addressed to the satisfaction of
Upper Uwchlan Township.
- Members discussed a study on "Minimizing the Impact of
Golf Courses on Streams" contained in Watershed Protection
Techniques, Summer 1984. Monitoring needs to be done to
fully assess the underground impact of golf courses, but the study does
reinforce the great potential for improved nutrient and pest management
practices to protect groundwater at golf courses.
- Chester County Water Resources has sent a
questionnaire to be completed and returned. The Planning Commission has
asked the Township manager to complete the questionnaire on the Water
Management Plan (WRMP).
Reports and Zoning:
- Sam Coroniti, Hollow Road, lot #3 has asked that the
matter be continued for a period of 60 days. The Board agreed to grant
the continuance. The Zoning Hearing Board will met on August 24, 1999 at
which time they will give the Coroniti application a new hearing
date.
- Paul W. Pitcher and Shirley Pitcher, The Zoning
Hearing Board has continued the hearing until Tuesday, August 24, 1999,
at 7:00 at the Township building.
- The Zoning Hearing Board will be hearing the application of
Concerned Citizens of West Vincent Township appealing the
Hankin decision, at the Ludwigs Corner Fire Company on August 26, 1999
at 7:00.
- Matlock (Long Lane) is waiting for a review letter
from Castle Valley on Mr. Matlocks letter dated June 18, 1999 regarding
the donation of $1,000.00 per lot in lieu of the alternatively required
set aside for open space.
- Pearl M. Griffith/OJR submitted a preliminary plan located
at 1461 Pottstown Pike on 29.37 acres for a 2-lot subdivision. The plan
will be sent out for review.
- A sketch layout of Proposed Truck Sales and Services was submitted
by Ed Ward, Rt.100 for review and comments.
- Hard Scrabble Farm revisions were made to the plan
and clean letters came back from Castle Valley and Frone Crawford. A
motion was made by Vince Kling and second by Wheeler Amen to approval
the Hard Scrabble Farm subdivision. Zoe thanked Jean and Wheeler for
making a site visit to the property.
- Ordinance amendment draft from April 8,1999 was reviewed including
the expansion of the Birchrunville Village District to include
additional properties. A motion was made by Vince Kling and second by
Jean Warrick to forward the Ordinance amendments to the Board of
Supervisors.
Minutes from the June 17,1999 meeting were
approved.
