ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - JULY 6,1999
ATTENDING Chairperson Craig Hannafin, Vice Chairperson
Pam Shillingford-Brown, Members Mike Burnley, Jan Beale and Ginny
Wright, Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:40 a.m. Minutes from
the June 7, 1999 meeting were approved.
ADMINISTRATIVE:
- Planning Commission Report - Jim Wendelgass talked about
the Dawes Farm sketch, which will not be submitted to the Planning
Commission at this time; the engineer will review the ordinance for
compliance and make the changes needed. The Planning Commission reviewed
Long Lane; Mr. Matlock submitted a letter to the Board of Supervisors
offering a donation of $1,000.00 per lot for a total of $5,000.00 to be
used by the Township in lieu of the required set aside for public open
space.
- Board of Supervisors - Allen Heist told the EAC about the
Zoning Hearing Board application, which was submitted on June 28, 1999
from the Concerned Citizens of West Vincent Township referring to the
Hankin Group. The Board of Supervisors asked if someone from the EAC
would like to attend a meeting with John Bachich, Craig Hannafin and Pam
Shillingford-Brown will attend the meeting on Friday July 9, 1999 at
8:30 along with the Township Manager Allen Heist and the Township
engineer regarding the Sewage Systems at Laymans Retreat.
- EAC- Chester County is currently under a State drought
warning declaration. The EAC will send out a letter to the entire
Township asking them to practice conservation measures.
MAIL:
- The Chester County Water Resources Authority is developing
a Water Resources Management Plan using an "integrated resources
management" approach and will address issues of water quality and
quantity related to ground water and surface water. In the upcoming
weeks the WRMP will be asking for input in identifying water-related
needs.
REPORTS:
- Maysie's Farm -Mr. Cantrell attended the June, 1 1999 Land
Trust meeting and disussed allowing the Trust and Chester County 2020 to
provide consultants and funding to prepare a conservation plan.
- Township Park - Signs are being made and will be posted at
the Park indicating the park will not be usable until fall of 2000 or
spring 2001. Tot Lot Plan was reviewed by tots and we will not be able
to have the changes made, because it will change the age group, which
the Township did not want to do.
- Trails- Layman's Home Missionary is under agreement of sale
to Mr. Bachich; West Vincent Land Trust would hope that continued
non-motorized use of the existing trail may be negotiated. They are
waiting to hear back from Mr. Bachich. Horseshoe Trail Lot #9-The
Township Zoning Officer will inform the owner of an encroachment, but
the trail is passable, and removal of the fence will not be
necessary. Mayerson has closed the Trail along Hollow Road
because of irresponsible behavior. The EAC has written a letter to the
Mayersons, expressing our desire to help resolve the problems and reopen
the Trail.
- Northern Federation- The latest component of the
Sustainable Watershed Management program, Implementation, has to be
completed. Analysis of water supply usage indicates few sub-basins
impacted.
- Camphill Village -Correspondence was received from the
Chester County Agricultural Development Council announcing that an offer
to purchase development rights has been made and that if accepted the
Township may need to reconsider the area as a TDR receiving zone and PRD
district.
- Open Space Tax increase The Board of Supervisors would like
to see a referendum placed on the ballot in November substituting
millage currently dedicated to the road repair loan for open space land
preservation.
ZONING:
A recommendation has been sent to the Zoning Hearing Board to deny
the variance regarding Paul W. and Shirley Read Pitcher's
application for variances to permit construction within the prohibitive
slope district and from the required 50-feet wetlands vegetated buffer.
This 12.1 acre parcel offers alternative building sites which would
require fewer or no variances. Reasonable use of the property with
minimal adverse environmental impact can be achieved without encroaching
on steep slope and stream buffer. Craig Hannafin and Pam
Shillingford-Brown will attend the Zoning Hearing Board on July 7, 1999
on behalf of the EAC.
Sam Coroniti -Zoning Hearing Board continued the hearing to
July 21, 1999 at 7:00.
The meeting was adjourned at 11:05 a.m. The August meeting is
cancelled; the next meeting will be held Tuesday, September7,
