WEST VINCENT TOWNSHIP
PLANNING COMMISSION
June 17, 1999
ATTENDING Chairman Jim Wendelgass, Vice Chairperson
Kate Damsgaard, Members Wheeler Aman, Vince Kling, and Jean Warrick, and
Township Manager Allen Heist.
Chairman Wendelgass called the meeting to order at 7:35 p.m.
The following correspondence was reviewed:
- Chester County Water Resources Authority is
developing a Water Resources Management Plan using an "integrated
resources management" approach and will address issues of water
quality and quantity related to ground water and surface water. In the
upcoming weeks the WRMP will be asking for input in identifying
water-related needs.
- Correspondence was received from Pennsylvania Department of
Environmental Resources regarding Layman's Home Retreat, the
application for Sewage Facilities Planning Modules for a thirty lot
residential subdivision. This project is located on the east side of St.
Matthews Road, south of Miller Road.
- Hunter, Reed and Company, Inc on behalf of Mr. and
Mrs. Roy Neff expressed appreciation on the recent approval of the
application for a Lot Line adjustment.
Reports and Zoning:
- Sam Coroniti, Hollow Road, lot #3 has a continuation
hearing before the Zoning Hearing Board on Wednesday, July 21, at 7:00
at the Township building for a variance from the terms of
Section(s)403.C and other relief necessary to permit construction of a
proposed home within the front yard.
- Paul W. Pitcher and Shirley Pitcher, French Creek
Road, have an application to the Zoning Hearing Board for a request for
a variance from terms of Section(s) 1704, 2206, and 2307 to locate a
dwelling on a steep slope. Hearing has been set before the Zoning
Hearing Board on Wednesday, July 7, 1999, at 7:00 at the Township
building. The Planning Commission recommends to the Board of Supervisors
to have reprensation at the Zoning Hearing Board to strictly enforce the
ordinance.
- Northern Federation has asked the Planning
Commission to review the Sustainable Watershed Management: The Municipal
Implementation Program and comment on by their July
meeting.
- An Order from the Court of Common Pleas, Chester County has up
held the decision of the Board of Supervisors on Michael &
Janet Polay. Decision was entered on May 14, 1999.
- Long Lane subdivision, located on the northwestern
side of Old Kimberton Road, east of the intersection with Flint Road,
proposed the creation of five single family residential lots on 31.7
acres in the R-2 Residential Zoning District. The applicant is proposing
to use Tier II option. Mr. Matlock has agreed to deed restrict and make
a monetary donation to the Township Park in lieu of the open space that
is required. Mr. Matlock will make changes regarding the review letters
that have been received. Dawes Farm sketch plan will not be submitted to
the Planning Commission at this time, the engineer will review the
ordinance for compliance and will make the chances needed.
- Betsy Stanton was present to ask for final approval on the
Borst subdivision, which was approved. Motion was made by
Vince Kling and second by Kate Damsgaard. Subdivision will be put on the
Board of Supervisors agenda Monday, June 28,1999 for approval.
- Cotswold Estate is waiting for a review letter from
the Chester County Health Dept. Final approval was tabled to next
month's meeting.
- The Planning Commission acknowledges receipt of a 6 lot final
subdivision plan for 137.1 acres on Davis Lane. Hard Scrabble Farm
subdivision will be sent out for review.
Minutes from the May 20,1999 meeting were approved.
