ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - JUNE 7, 1999
ATTENDING Chairperson Craig Hannafin, Vice Chairperson
Pam Shillingford-Brown, Members Mike Burnley and Ginny Wright, Township
Manager Allen Heist.
The Chairperson called the meeting to order at 9:40 a.m. Minutes from
the May 3, 1999 meeting were approved.
ADMINISTRATIVE:
- Planning Commission Report - There will not be a work
session on Thursday, June 10, 1999. Regular meeting will be held
Thursday, June 17, 1999. Jim Wendelgass talked about the time line for
The Hankin Plan. There will not be a site visit to the Pitcher Property
and the Mike Matlock plan for Dawes Farm does not comply with the new
ordinance.
MAIL:
- The Pennsylvania Department of Environmental Protection
received a application for Sewage Facilities Planning Modules for a
thirty lot residential subdivision (Layman's Retreat). This project is
located on the east side of St. Matthews Road, south of Miller Road. On
March 18, 1999 the DEP received a copy of a stormwater permit
application for Chesapeake Network Fiber Optic from Columbia
Transmission Communications Corporation.
- Correspondence was received from the Chester County Water
Resources Authority on Radon in the Ground Water of Chester County
and Radioactivity and Ground Water - What you should know (A Guide for
Residential Well Owners).
- Correspondence was received from The Audubon International
Program designed to encourage landowners to explore and develop
strategies related to a variety of natural resource issues during the
planning and construction of golf course developments.
- The Dame Juliana League is requesting a permit to install
several deflectors in a stretch of French Creek that flows through East
and West Vincent Townships below Cooks Glen Rd. The League will be
responsible for executing this project.
REPORTS:
- Township Park/Township Building - Signs will be posted
explaining the park cannot be used during construction. The park will
not be available for use until Fall 2000 or Spring 2001.
ZONING:
- A recommendation will be sent to the Zoning Hearing Board not to
grant the variance regarding Paul W. and Shirley Read Pitcher's
application for variances to permit construction within the prohibitive
slope district and from the required 50-feet wetlands vegetated buffer
because this 12.1 acre parcel offers alternative building sites which
would require fewer variances. Reasonable use of the property with
minimal adverse environmental impact can be achieved without encroaching
on steep slope and stream buffer.
- A recommendation from the EAC to the Zoning Hearing Board was made
not to grant the variance for Sam Coroniti application because
this parcel clearly offers alternative building sites that would be in
conformance with our current zoning regulations and would in fact cause
less disruption to natural features then the currently proposed
plan.
SUBDIVISIONS:
- Cotswold Estate - Larry Shontz was before the Planning
Commission asking for final approval of the Cotswold Estate 7.3 Acre
subdivision. All the review letters have not been received, Mr. Shontz
has asked to be put on next months Planning Commission meeting.
- Matlock - A preliminary plan for Dawes Farm was presented
at the Planning Commission meeting, but the plan does not comply with
the new ordinance.
- Grubb- Mr. Grubb was present at the meeting to ask the EAC
to make a recommendation to the Board of Supervisors to amend the
classification of the historic resource on his proposed beverage outlet
site. The EAC recommended the site be reclassified from a class 3 to
class 4 site.
The meeting was adjourned at 11:00 a.m. The next meeting will be
held Tuesday, July 6, 1999. Please call the Chairperson
