The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:05 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Zoë Perkins and Karl Brachwitz and Township Manager Allen Heist.
Robert Hall, President of Francis A. Hall Inc., was present to review a property and liability insurance proposal submitted to the Township by St. Paul Insurance Company; Mr. Hall will also prepare and submit a proposal for worker's compensation insurance. These proposals will be sent to Solicitor Allan Greenwood for review.
Thomas Potts Jr., Weaver Precast, and Carl Martin, Superior Walls, were present to request that the Board waive the requirement for an engineer certified soil report when Superior Walls are used as a foundation system. The Township Engineer and Building Inspector will review this request.
The Joseph W. McCurdy, Jr. and Jon and Barbara Lines conditional use decisions are being prepared by Solicitor Greenwood and Manager Heist for the Board's review.
The Board expressed concerns regarding the potential damage to ball fields and recently seeded areas due to residents prematurely using the Township Park facility; this use may delay the opening of the Park. A unanimous motion was made by Mrs. Perkins, seconded by Mr. Brachwitz, to order signs stating that the Township Park and Municipal Complex are under construction and use of the premises is prohibited. In the meantime, "No Trespassing" signs will be posted, the pond will be posted for "No Fishing", traffic directional signs will be removed from the Conestoga Road parking lot, driveways and parking lots will be roped off, and caution tape will be placed around the perimeter of the Park.
The St. Stephens Greene Homeowners Association has requested permission to improve the entrance to the development, which is partially in the open space area owned by the Township. The Board agreed to the improvements as long as there is no encroachment in the road right-of-way or reduction in visibility.
An executive session was held dealing with personnel matters.
