PLANNING COMMISSION
May 20, 1999
ATTENDING Chairman Jim Wendelgass, Vice Chairperson Kate
Damsgaard, Members Wheeler Aman, and Jean Warrick, and Township Manager
Allen Heist.
Chairman Wendelgass called the meeting to order at 7:40 p.m.
The following correspondence was reviewed:
- Chester County Planning Commission has forwarded to the Township
two copies of the Community Planning Handbook-A Toolbox
for Managing Change in Chester County, Volume II. The
"Toolbox" is designed to help municipalities implement sound
planning techniques at the local level and serves as a companion
document to the County Policy Plan, Landscapes. The handbook is on file
at the Township building.
- Correspondence was received from Chester County Water
Resource Authority for keeping your land from contributing
unnecessary pollution and erosion to our streams and ground water and
two publications on Radon in the Ground Water and Radioactivity and
Ground Water.
- West Vincent Land Trust sent a letter to Wheeler
Aman to inform the involved landowners that the Trust has the capability
to accept dedication of the Kimberbrae Trail.
- A letter was received from The Chester County Commissioners
Office informing Mr. Hankin of the interest in locating a new
regional County Library within the neo-traditional community that is
being proposed for Ludwigs Corner.
Reports and Zoning:
- Sam Coroniti, Hollow Road, lot #3 has a hearing
before the Zoning Hearing Board on Wednesday, May 26, 1999 at 7:00 at
the Township building for a variance from the terms of Section(s)403.C
and other relief necessary to permit construction of a proposed home
within the front yard. Mr. Saunders and Mrs. Morris of French and
Pickering Creeks Conservation Trust were present to express their
dissatisfaction and disappointment in what Mr. Coroniti had done with
the clearing of the trees along the stream. The Planning Commission
unanimously recommends to the Zoning Hearing Board that Mr. Coroniti
restore vegetation to the property and repair the buffer. The Planning
Commission deplores the large number of trees that have been removed. A
motion was made by Jean Warrick and was seconded by Kate Damsgaard.
- Paul W. Pitcher and Shirley Pitcher, French Creek
Road, have an application to the Zoning Hearing Board for a request for
a variance from terms of Section(s) 1704.A2, 1704.C (D), 2206.C2 and
2307 to locate a dwelling on a steep slope. No date has been set at this
time. Mrs. Douglas a neighbor of the Pitcher property was concerned that
the development of this property would be hazardous to French Creek. The
Planning Commission agrees to take a site walk of the property along
with members of the EAC before the next regular meeting.
- McCurdy and Sons/Lines Conditional Use Hearing is
Monday May 24,1999 at 7:30 at the Township building.
- Dan Grubb presented a revised sketch plan for a
Beverage Distributor at Cedar Lane and Rt. 100. A site visit was done
with Allen Heist, Craig Kologie, TPD and Dave Beideman. Mr. Grubb
listened to the residents of Cedar Lane and will use the driveway from
Rt. 100 that is already there. The three rows of trees that are already
along Cedar Lane will be used as a buffer. Mr. Beideman, the applicant’s
Engineer, will do a more intensive traffic study.
- Larry Shontz was before the Planning Commission asking for final
approval of the Cotswold Estate a 7.3-Acre subdivision.
The Planning Commission will wait for all the review letters to be
received. Mr. Shontz asked to be put on next month’s meeting.
- The Hankin Conditional Use and Zoning Amendment - A
public hearing was held on Wednesday May 19, 1999 at the Ludwigs Corner
Fire Company. Kate Damsgaard and Jean Warrick did not like the language
of condition # 38, would like it to read as follows:
- The Board of Supervisors shall have the right, upon request of
the Applicant, to approve minor modifications to any of the conditions
set forth herein without reopening the hearing record on the conditional
use application. There was no mention of the 3 building lots which the
Planning Commission wanted added to the Open Space. Jean Warick and Kate
Damsgaard stated for the record that a letter was sent to the Board of
Supervisors regretting their votes on May 13, 1999.They do not support
the Conditional Use plan as it stands now.
- The Engineer for Mr. Matlock was here to present a preliminary
plan for Dawes Farm, Flint Rd., 5 lots. The Planning Commission told the
Engineer that the plan does not compile with the new ordinance.
- Blancato/Myers subdivision will be on the Board of
Supervisors agenda Monday, May 24, 1999 for approval.
Minutes from the April 15,1999 meeting were
approved.
