The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Zoë Perkins and Karl Brachwitz, Township Manager Allen Heist, and Township Solicitor Allan Greenwood.
As advertised for this date, bids were to be received and opened for 1999 Road Equipment Rental for Tree Removal/Trimming; no bids were received.
As previously discussed, Fronefield Crawford has revised the proposed Special Events Ordinance, which has been distributed for review.
Board members reviewed a schematic design for the Evans Farm property submitted by Cathers & Associates, Inc.
An executive session was held with Mr. Greenwood and PIRMA representatives to discuss the Polay litigation.
Mr. Greenwood reported on negotiations with Columbia Transmission Communications regarding acquisition of the existing pipeline right-of-way that crosses Township property.
The Monday, May 31st administrative meeting will not be held due to the Memorial Day holiday; this meeting will not be rescheduled.
The Board unanimously acknowledged receipt of a subdivision extension agreement for the Blancato/Myers preliminary subdivision extending review time to June 1, 1999 upon a motion from Mr. Brachwitz and second from Mrs. Perkins.
Manager Heist will review the Township mobile phone and pager accounts regarding consolidation with one company.
Hankin Conditional Use and Zoning Amendment Application - A public hearing will be held Wednesday, May 19th. The Board has received recommendations from the Planning Commission and EAC to consider approval of the Alternate Plan with conditions. Those conditions along with the following conditions will be forwarded to Planning Solicitor Frone Crawford and The Hankin Group:
Grant application forms are available for the Dirt and Gravel Road Maintenance Project. This project provides funds to municipalities to repair dirt and gravel roads that are contributing sediment to Special Protection streams. The Township is prequalified for Jaine Lane at Flowing Springs Road, Saw Mill Road at Cooks Glen Road, Green Lane at Flowing Springs Road, and French Creek Road. Manager Heist and Mark Hughes, Road Foreman, will meet to discuss road improvements needed to mitigate the erosion problem on Saw Mill Road.
Springlea Escrow Release No. 4 in the amount of $6,930.00 was tabled until the Monday, May 24th regular meeting.
