ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - May 3, 1999
ATTENDING Chairperson Craig Hannafin, Vice Chairperson
Pam Shillingford-Brown, Members Mike Burnley and Jan Beale, Township
Manager Allen Heist.
The Chairperson called the meeting to order at 10:15 a.m. Minutes
from the April 5, 1999 meeting were approved with the following
revisions: The EAC made a recommendation to the West Vincent Land Trust
regarding Springlea and Kimberbrae Trails....
ADMINISTRATIVE:
- Planning Commission Report - The Planning Commission
reviewed the new Ordinance Amendments. The Act 537 Plan was reviewed and
everyone one was in agreement that the plan needs to be updated. A
series of meeting will be set-up with the Planning Commission, a member
from the Board, Township Manager and Castle Valley.
- Board of Supervisors - A revised draft of the Hankin
Zoning Amendment/Conditional Use decision was handed out to the EAC for
them to review. The EAC has scheduled a public meeting for May 11, 1999
at 8.30 a.m. at the Township building to discuss the draft. Zoe Perkins
told the EAC that the Board of Supervisors would not hear any more
testimony but will explain the changes that have been made at the public
hearing scheduled for May 19, 1999 at 7:00p.m. at the Ludwigs Corner
Fire Company
MAIL:
- The Chester County Planning Commission has forwarded two
copies of the Community Planning Handbook - A Toolbox for Managing in
Chester County, Volume II. The "toolbox" is designed to help
municipalities implement sound planning techniques at the local
level.
- Correspondence was received from the Pennsylvania Department of
Environmental Protection - an application for the Watson property
for the propose of a common driveway for (2) residential lots, across
the stream and an adjacent wetland has been determined to be incomplete,
therefore the application must be revised.
- West Vincent Land Trust requests that the Board of
Supervisors contact the Kimberbrae landowners, informing them that the
Land Trust has the capability to accept dedication of the trail.
- Correspondence was received from West Vincent Animal Control
& Humane Society regarding Mr. and Mrs. Liss and the Bellwood
Hunt Club. The new protocol will be as follows: The Bellwood Hunt Club
will post notices of any and all hunting events that may be conducted in
West Vincent in the Township building, the Birchrunville Post Office and
newspaper 10 days prior to the hunt and the Liss's shall be personally
notified.
- The Pennsylvania Treasure Hunt will enlist public
participation in collecting information for a central statewide data
base that will include a wide array of Pennsylvania events.
REPORTS:
- Township Park/Township Building - Castle Valley Site Visit
reports were received.
ZONING:
- McCurdy and Sons/Lines - Conditional Use Hearing with the
Board of Supervisors is on May 24, 1999. Kanavy-is on May 10,
1999.
SUBDIVISIONS:
- Blancato/Myers - Subdivision was approved with conditions
that all review letters are received and in order and a perk test is
done on the property.
- Hankin - There will be a special work session to discuss
the Hankin Conditional Use and Zoning Amendment Application on Tuesday,
May 11, 1999 at 8:30 a.m. at the Township Building.
The meeting was adjourned at 11:15 a.m. The next meeting will be
held Monday, June 7,1999. Please call the Chairperson at 827-1847 if
