WEST VINCENT TOWNSHIP
PLANNING COMMISSION
APRIL 15, 1999
ATTENDING Chairman Jim Wendelgass, Vice Chairperson
Kate Damsgaard, Members Wheeler Aman, and Jean Warrick, and Township
Manager Allen Heist.
Chairman Wendelgass called the meeting to order at 7:35 p.m.
The following correspondence was reviewed:
- Local Government Committee Land Use and Growth Management
Senate Bill 300 would amend the Pennsylvania Municipalities
Planning Code to encourage regional efforts to stem sprawl through joint
planning and zoning; to promote the preservation of natural resources,
open space and farmland. and to promote greater consistency in land
planning and zoning among local municipalities.
- Correspondence was received from West Pikeland
Township requesting development information which effect West
Pikeland Township roadways: Byers Road, Route 401, and Route 113. The
Township would like to be kept abreast of how the development would
effect these roads and any other information that could help them make
their own assessment.
Reports and Zoning:
- Ellen and Warren Scott, 1743 Flint Road, Chester
Springs, has a hearing before the Zoning Hearing Board Wednesday, April
28,1999 at 7:00 at the Township building for a special exception and a
request for a variance to build an addition to their existing residence,
reconfigure the existing driveway and add a shed to the property.
- Norman and Nancy Carr, 2217 Chester Springs Road,
has a hearing before the Zoning Hearing Board Wednesday. April 28, 1999
at 7:00 at the Township building requesting a variance from the terms of
Section 2222A.3 requiring accessory uses be located twenty feet from the
side yard line.
- McCurdy and Sons Conditional Use Hearing is Monday
April 26, 1999 at 7:30 at the Township building. Recommendation was made
to the Board of Supervisors that the outside storage, night lighting,
screening and all around maintenance are looked at very closely and meet
with the Township ordinances. Motion was made by Jean Warrick and
seconded by Aman Wheeler.
- Lawerance Kanavy Conditional Use Hearing is Monday
May 10, 1999 at 7:30 at the Township building. A motion was made by
Kate Damsgaard and seconded by Aman Wheeler to make a recommendation to
the Board of Supervisors that the outside storage, night lighting,
screening, and previous commitments to contribute to the Ludwigs Corner
Fire Company be looked at very closely and meet with the Township
ordinances.
- Dan Grubb presented a sketch plan for a Beverage
Distributor at Cedar Lane and Rt. 100. Dave Decker, a resident of Cedar
Lane, was present to express his concern that the Beverage Distributor
would make Rt. 100 and Cedar Lane more of a traffic problem then it is
already is. Thomas Wagner, a resident of Cedar Lane was also very
concerned that proposed use would make getting out of Cedar Lane
impossible and very dangerous. Mr. Decker and Mr. Wagner were also
worried about the condition of the road, which is presently gravel. Dave
Beidmen, the applicant's Engineer, will do a more intensive traffic
study.
- The Hankin Conditional Use and Zoning Amendment - A
public hearing will be held Thursday, April 29, 1999 at 7:00 p.m. at the
Ludwigs Corner Fire Company.
- A lot line adjustment plan for Old Ridge Farm, Jaine Lane and
Birchrun Road, owned by Roy S. Neff, was submitted by
Steven DiFrancesco, Hunter Reed and Company, Inc. The plan involves a
total of 61.9 acres and is necessary to enroll into Act 319. A
recommendation was made to the Board of the Supervisors to approval this
subdivision.
- Jill Paris was here on behalf of Matlock, presenting
a revised sketch plan for 5 lots on 48.35 acres adjacent to the Matlock
residence. A copy of the plan was delivered to the Township Engineer for
review.
- A recommendation was made to the Board of Supervisors that the
Blancato/Myer subdivision be approved. A motion was made
by Kate Damsgaard and seconded by Jean Warrick with conditions that all
the review letters are received and in order, and a perk test is done on
the property.
- Gene Richards, representing Romeo Coscia was present asking for a
recommendation and final approval of the Coscia 4-lot
subdivision. The Planning Commission made a recommendation to the Board
of Supervisors for approval based on a private street serving all 4 lots
with waivers for street length, width and sidewalks.
- The 537 Plan Update was recommended to be approved
with meetings to include all the Planning Commission and a
representative of the Board of Supervisors, the Township manager, and
the Township engineers. Motion by Jean Warrick, seconded by Wheeler
Aman.
Minutes from the March 18, 1999 meeting were
approved.
