The regular meeting of the West Vincent Township Board of Supervisors was held on the above date at the Township Building. Chairman Kenneth Miller called the meeting to order at 7:40 p.m.; others in attendance were Supervisor Zoë Perkins and Solicitor Allan Greenwood. Supervisor Karl Brachwitz and Township Manager Heist were attending the PSATS' 1999 State Convention in Hershey.
Minutes:
Unanimous approval was granted for minutes of March 1, 8, 15, 22, and 29 with a motion from Mrs. Perkins and second from Mr. Miller.
Reports:
Treasurer's Report - Mike Burnley reported the following account balances: General Fund, $178,256.91; State Fund, $5,497.38; Kimberton Sewer Fund, $9,182.89; Road Repair Loan Account, $15,447.16; St. Stephens Greene Water Fund, $8,877.94; St. Stephens Greene Sewer Fund, $26,510.04; and Township Building Construction Fund, $693,221.66. The State Fund balance does not reflect the Liquid Fuels Tax allocation in the amount of $93,189.49 received April 1, 1999.
Tax Collector - Received from Berkheimer Associates: Current Real Estate Tax, $8,590.59; Delinquent Real Estate Tax, $5,892.46; Debt Service - Road Repair Loan, $3,916.14; and Earned Income Tax, $26,510.04. Received from Chester County: Real Estate Transfer Tax, $12,378.11.
Building Inspector's Report - In March, 17 building permits and 13 U&O's were issued and 27 inspections conducted; fees totaled $3114.40.
Police - The Police Department responded to 80 calls during March. There were several accidents within the Township; one resulted in arrest for driving under the influence. The West Vincent Police will be increasing traffic details due to several complaints from Township residents. Violation notices will be sent to residents and business owners when the Police responds to false alarms. Officer Janders and Officer Bechtel attended Act 180 training as required by the PA Municipal Police Training Commission.
Fire Companies - Ludwigs Corner Fire Company responded to 16 calls and Kimberton Fire Company responded to 5 calls in West Vincent Township during March.
Solicitor's Report - Solicitor Greenwood reported working on the following: advertising for the McCurdy & Son Conditional Use Hearing (4/26/99) and the Kanavy Conditional Use Hearing (5/10/99); Southdown Properties' application to DEP for a second (back-up) well at Wetherill Estates per the Water System Agreement; and IRM regarding insurance as it relates to the Polay claim. Mrs. Perkins questioned the status of Cooks Glen Road; Solicitor Greenwood is hopeful the issue will be finalized in the near future.

Mrs. Perkins made a motion to pay the bills on the Bills List dated April 12, 1999; it was seconded by Mr. Miller and carried unanimously.
There being no further business, Mrs. Perkins moved the meeting be adjourned; the motion was seconded by Mr. Miller and the meeting adjourned at 8:15 p.m.
