ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - April 5, 1999
ATTENDING Chairperson Craig Hannafin, Vice Chairperson
Pam Shillingford-Brown, Members Mike Burnley and Jan Beale, Township
Manager Allen Heist.
The Chairperson called the meeting to order at 9:40 a.m. Minutes
from the March 1, 1999 meeting were approved with the following
revisions: The EAC sent a letter to the Board of Supervisors....
The second change is in regards to the Clegg property; Pam spoke on
behalf of the EAC....
ADMINISTRATIVE:
- Planning Commission Report - Workshop session will be
Thursday April 8, 1999 to review the Ordinance Amendments. They will be
reviewing the Act 537 Plan and the Coscia 4 lot subdivision at the
following regular meeting. April 15,1999.
- Board of Supervisors - A draft of the Hankin zoning
amendment/conditional use decision was handed out to the EAC for them to
review. A public hearing has been scheduled for April 29, at 7:00 p.m.
at the Ludwigs Corner Fire Company.
MAIL:
- The Chester County Planning Commission has recommended that
the Township approve the subdivision plans for Blancato/Myers.
- Correspondence was received from the Chester County Health
Department offering free waste assessments for qualified Chester
County business to identify waste reduction opportunities.
- Pennsylvania Department of Environmental Protection
responded to a letter originally sent March 1998 concerning the location
of well No. 3 in Wetherill Estates. The July 1995 revisions on obtaining
department approval of a municipal wellhead protection program applied
only to an existing water system. Since the wellhead protection
regulations are not retroactive to the Wetherill Estate plan. well No.3
would only be considered as part of a voluntary wellhead protection
plan. We also received new forms for filing Applications for
Reimbursements of Sewage Management Program Expenses.
- Correspondence was received from Cahill Associates with
review letters from the Delaware River Basin Commission and
CCWRA regarding the sustainable Watershed Management Program.
This correspondence has been sent to our hydrogeologist for review.
- The report on Aman Farm Permit #603301 indicating that BFI
has surrendered the permit and has no involvement in the activities on
this farm.
- The Chester County Heritage Park & Open Space Municipal
Grant for the Township Park has been extended to December 31,
1999.
- St. Stephens Greene Water and Sewer-The Township is looking
into purchasing new water meters for about $3,000.00. There have been
problems over the months with the ones that are there now.
REPORTS:
- Township Park/Township Building - The original Declaration
of Convenants Conditions and Restrictions for the Township park property
has been recorded in the Chester County Record Book 4478, staring with
page 1984.
- Trails:
- Springlea - The EAC made a recommendation to the West
Vincent Land Trust to take a firm stand to pursue this trail.
- Kimberbrae - The EAC made a recommendation to the West
Vincent Land Trust to forward a letter to the homeowners and to Wheeler
Aman indicating that the Land Trust is available to accept the trail.
- The EAC has asked Allen to start work on the Trail Plans again;
Heist agreed.
ZONING:
- McCurdy and Sons and Lawrence Kanavy have submitted
applications for Conditional Use, McCurdy and Sons will meet with the
Board of Supervisors on April 26, 1999, and Kanavy on May 10, 1999.
SUBDIVISIONS:
- Borst- A review letter has been received from the Township
engineer. There does not appear to be any environmental issues with the
4-lot subdivision.
- Matthews Meadows - A motion was made by Pam
Shillingford-Brown and seconded by Craig Hannafin that the plans for the
landscaping of the Spray Irrigation Fields be approved.
NEW BUSINESS:
- Act 537 Plan - The EAC recommended that the Board of
Supervisors have Castle Valley Consultants pursue an update of the
Township's Act 537 plan for the Ludwigs Corner area. The Planning
Commission will review this at their May meeting.
